This program provides incentives and rewazds to local governments for building affordable housing by providing grant money for the creation, development or rehabilitation of park and recreation facilities. Because existing park and recreation facilities in western Chula Vista aze in need of replacement, staff recommends that the grant proposal focus on those uses of the funding. ENVIRONMENTAL REVIEW The Environmental Review Coordinator has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because the proposed action consists of a governmental fiscal activity which, on its own, would not result in a potentially significant physical impact on the environment. However, when the actual project(s) for which the grant monies aze eannazked aze adequately defined and ready to be carried out,' the appropriate environmental review and documentation will be required. Therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. RECOMMENDATION Council adopt the resolution. 4-1 BOARDS/COMMISSION RECOMMENDATION Not Applicable DISCUSSION The State of California recently released a notice of funding availability for the Housing- Related Parks Program (HRP). This program is funded through the passage of Proposition 1C, which creates incentives and rewards local governments for building affordable housing by providing grant money for needed pazks in those communities. The grant funds may be used for the creation, development or rehabilitation of pazk and recreation facilities. In order for the City to be eligible for the grant the City must have an approved Housing Element and Annual Progress Reports on file with the State of California. The City must also have construction approval of low income units within the program year of the application period. The affordable housing project which allows the City to be eligible for this grant is the Landings II, a 143 unit complex constructed in Otay Ranch Village 2 in 2010-2011. The grant award is based on the number of bedrooms in newly constructed affordable units. In addition, the City is also eligible for bonus awards for selecting a park which is located in a low/moderate income census tract, or in apazk-deficient area. For example, Hilltop Park is not located in a low/moderate income census tract and Rienstra and Loma Verde are not located in apazk-deficient area. To be eligible for the bonus dollars, all parks on the application must meet the bonus criteria. In selecting the park for improvements, City staff considered the potential bonus opportunities, parks with the greatest need and improvements which would maximize on the grant amount the City will receive. For these reasons, grant funds will be utilized for improvements to the following pazks/recreation centers: • Norman Park Center • Woman's Club • Parkway Rec. Center • Eucalyptus Park • Lauderbach Park City staff looked at all outstanding pazk improvement needs. Given the dollar amount and other constraints of the grant, City staff considered this one time grant as an opportunity to address existing deficiencies in pazks in lower income areas of Chula Vista. Based on all the criteria, the City is eligible to receive $359,400 of grant funds. These funds aze not competitive in nature and aze available to all jurisdictions meeting the requirements. DECISION MAKER CONFLICT Staff has reviewed the property holdings of the City Council and has found a conflict exists, in that Councilmember Castaneda has property holdings within 500 feet of the boundazies of a property which is the subject of this action. CURRENT YEAR FISCAL IMPACT There is no fiscal impact to the General Fund as a result of this action. One time grant funds will allow the City to move forward on needed improvements, not currently programmed for funding at this time. 4-2 ONGOING FISCAL IMPACT Rehabilitation of park facilities will reduce or defer on-going maintenance costs, which are normally paid for with General Funds. The budget for this grant will be included in the FY2013 proposed budget and will be considered as a part of the normal budget process. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AUTHORIZING THE SUBMITTAL OF AN APPLICATION FOR A HOUSING RELATED PARKS GRANT FROM THE STATE OF CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT WHEREAS, the State of California, Department of Housing and Community Development (Department) has issued a Notice of Funding Availability dated December 2, 2011, under its Housing Related Parks (HRP) Program; and WHEREAS, the City of Chula Vista desires to apply for a HRP Program grant and submit the 2010/2011 Program Year Application Package released by the Department for the HRP Program; and WHEREAS, The Department is authorized to approve funding allocations for the HRP Program, subject to the terms and conditions of the Notice of Funding Availability Program Guidelines, Application Package, and Standazd Agreement. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that the City Manager is hereby authorized and directed to apply for and submit to the Department the HRP Program Application Package released January 2012 for the 2010 and 2011 Program Year. If the application is approved, the City Manager is hereby authorized and directed to enter into, execute, and deliver a State of California Standard Agreement (Standard Agreement), and any and all other documents required or deemed necessary or appropriate to secure the HRP Program Grant from the Department, and all amendments collectively, the "HRP Grant Documents"). BE IT FURTHER RESOLVED that the City of Chula shall be subject to the terms and conditions as specified in the Standazd Agreement. Funds aze to be used for allowable capital asset project expenditures to be identified in Exhibit A of the Standazd Agreement. The application in full is incorporated as part of the Standard Agreement. Any and all activities funded, information provided, and timelines represented in the application aze enforceable through the Standard Agreement. The City of Chula Vista hereby agrees to use the funds for eligible asset(s) in the manner presented in the application as approved by the Department and in accordance with the Notice of Funding Availability and Program Guidelines and Application Package.
