RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA AUTHORIZING THE ESTABLISHMENT OF A
TECHNOLOGY REPLACEMENT INTERNAL SERVICE FUND
AND APPROPRIATING $585,000 FROM UNANTICIPATED
STATE SUBVENTION REVENUE IN THE GENERAL FUND
AS A TRANSFER TO THE NEW FUND TO ESTABLISH AN
ADEQUATE RESERVE
WHEREAS, during the Fiscal Year 2000/2001 budget process, staff proposed creating a
Technology Replacement Fund for the purpose of accumulating funds each year to replace
various computer equipment including microcomputers, printers, and the City's UNIX
minicomputer; and
WHEREAS, staff, having defined the initial replacement schedule and identified a source
of funds for an adequate reserve, is now seeking approval to establish the fund; and
WHEREAS, assuming we would replace approximately 25% of most of the equipment
and 20% of the remaining equipment each year; and
WHEREAS, in order to provide for adequate cash flow requirements in the new fund, it
is felt that a reserve level approaching one year's expenditures would be the minimum
requirement; and
WHEREAS, it is proposed that this one-time cost be funded by the recently approved
$585,000 State subvention related to ERAF relief that is expected to be received in January; and
WHEREAS, in future years, begiuning in Fiscal Year 2001/2002, departmental budgets
will include annual user charges similar to the current vehicle usage charges based on the
replacement cost of the equipment being utilized.
NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista
does hereby authorize the establishment of a Technology Replacement Internal Service Fund and
appropriating $585,000 from unanticipated State subvention revenue in the general fund as a
transfer to the new fund to establish an adequate reserve.
