A Regulaz Meeting of the City Council of the City of Chula Vista was called to order at 4:05
p.m. in the Council Chambers, located in City Hall, 276 Fourth Avenue, Chula Vista, California.
ROLL CALL
PRESENT: Councilmembers Bensoussan, Ramirez and Mayor Cox
ABSENT: Aguilar (excused), Castaneda (excused)
ALSO PRESENT: City Manager Sandoval, City Attorney Googins, City Clerk
Norris, and Sr. Deputy City Clerk Bennett

Recycling Specialist Medrano introduced and congratulated the newly verified clean businesses
in the City, and presented each business representative present at the meeting, with a certificate

Mayor Cox read the proclamation and Deputy Mayor Ramirez presented it to Ms. Jones and
Environmental Resource Manager Reed. Principal Civil Engineer Rivera announced that
volunteers were needed to assist with bicycle valet parking at the upcoming Centennial
Celebration at the Olympic Training Center. Staffinember Reed announced that bicycle route
maps would soon be available at the local Farmer's Mazket, bike shops, and at City Hall.
PRESENTATION BY THIRD AVENUE VILLAGE ASSOCIATION PRESIDENT
ADAM SPARKS AND EXECUTIVE DIRECTOR GREG MATTSON OF PROCEEDS
FROM THE PET FEST AND DOGGIE DASH TO THE CHULA VISTA NATURE
CENTER FOUNDATION AND CHULA VISTA'S ANIMAL CARE FACILITY
Mr. Mattson presented checks in the amount of $300 each to the Chula Vista Animal Care
Facility and Chula Vista Nature Center as proceeds from the recent Pet Fest and Doggy Dash
events. Animal Caze Facility Manager Anton and Chula Vista Nature Center Director of
Conservation & Communications, Chazles Gailband, accepted the checks on behalf of their
respective facilities. Mr. Mattson then presented a $1,000 check to Council Aide, Susan
Johnson, who accepted it on behalf of the upcoming Hazbor Days event.
PRESENTATION OF A PROCLAMATION TO SOUTH BAY PIONEERS'
DIRECTOR TOM CLAVELL, BOARD OF TRUSTEES SECRETARY MARTIN
TOHILL AND TREASURER BILL WINTERS COMMENDING SOUTH BAY
PIONEERS 50TH ANNIVERSARY IN THE CITY OF CHULA VISTA
Mr. Clavell provided information about the South Bay Pioneers. Mayor Cox then read the
proclamation and Deputy Mayor Ramirez presented it to Mr. Clavell.

INCREASING THE SPEED LIMIT ON HERITAGE ROAD BETWEEN TELEGRAPH
CANYON ROAD AND OLYMPIC PARKWAY FROM 40 MPH TO 45 MPH AND
AMENDING SCHEDULE X OF THE REGISTER MAINTAINED IN THE OFFICE OF
THE CITY ENGINEER TO REFLECT THE REVISED SPEED LIMIT (SECOND

APPROVING AMENDMENTS TO THE EASTLAKE III PLANNED COMMUNITY
DISTRICT REGULATIONS AND LAND USE DISTRICTS MAP TO MODIFY
PARKING STANDARDS FOR A 19.6 ACRE SITE LOCATED AT THE
SOUTHWEST CORNER OF OLYMPIC PARKWAY AND WUESTE ROAD

8. RESOLUTION NO. 2011-196, RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CHULA VISTA REJECTING THE BID OF THE FIRST APPARENT LOW
BIDDER AS NON-RESPONSIVE AND AWARDING THE CONTRACT TO THE
SECOND LOWEST BIDDER, PAL GENERAL ENGINEERING, INC., IN THE
AMOUNT OF $378,379 FOR THE "HARBORSIDE ELEMENTARY SCHOOL
PEDESTRIAN SAFETY IMPROVEMENTS PROJECT IN THE CITY OF CHULA
VISTA, CALIFORNIA, (TF368) FEDERAL PROJECT NO. TCSP 5203(026)"
PROJECT AND AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO
APPROVE CHANGE ORDERS UP TO THE CONTINGENCY AMOUNT OF $40,000

Staff recommendation: Council adopt the resolution
ACTION: Mayor Cox moved to approve Consent Calendaz Items 2 through 5, and 7 and 8,
headings read, text waived. Councilmember Bensoussan seconded the motion
and it carved 3-Q, with Councilmembers Aguilaz and Castaneda absent.

ITEMS REMOVED FROM THE CONSENT CALENDAR
The following items were continued to the meeting of October 11, 2011:
1. ORDINANCE OF THE CITY OF CHULA VISTA AMENDING CHAPTER 14.18 OF
THE CHULA VISTA MUNICIPAL CODE RELATING TO FLOODPLAIN

6. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
APPROVING COMPENSATION OF THE CBAG NETWORK MANAGER AND
APPROPRIATING $12,127 TO THE FISCAL YEAR 2012 POLICE GRANT FUND

Staff recommendation: Council adopt the resolution.
PUBLIC COMMENTS
David Danciu, Chula Vista resident, spoke in favor of community activism and distributed an
article on the subject.

9. CITY MANAGER'S REPORTS
None.
10. MAYOR'S REPORTS
Mayor Cox reminded the community about the City's Centennial Celebrations on October 15,
2011, at the Olympic Training Center. She announced a Council Workshop on October 6`h at
4:00 p.m. in the Council Chambers.
11. COUNCILMEMBERS' COMMENTS
Deputy Mayor Ramirez asked staff about the financial status of Dynegy. City Manager
Sandoval responded that staff has met with Dynegy and the Port on a regulaz basis about the
power plant demolition. It was the consensus of the Council to have staff schedule for the
October 11`h Council Meeting, an update by Port Commissioner Moore on the status of the
power plant demolition. Deputy Mayor Ramirez announced that the South Bay Pioneers would
be celebrating its 50`" anniversary on October 23, 2011, from 2:00 - 4:30 p.m.
Councilmember Bensoussan gave a brief update on Chula Vista's Enterprise Zone and outreach
efforts to encourage businesses within the enterprise zone boundaries to take advantage of
benefits offered by the program.

ADJOURNMENT
At 4:42 p.m., Mayor Cox adjourned the meeting to the City Council Workshop meeting on
Thursday, October 6, 2011, at 4:00 p.m., in the Council Chambers.
