Item Title: Resolution of the City of Chula Vista urging the State Division of
Higha~ays to approve a pilot project along the Pomona Freeway through
the City of Chino for commercial freeway-oriented signs within the
freeway right of way

Attached is a copy of Resolution [X ] Ordinance [ ] Agreement [ ] Plat [ ]
Background:
The City of Chino, Calif, has proposed to the State Division of Highways a pilot
project for a freeway logo sign along the Pomona Freeway through their city. This
sign would inform the motorist as to ~vhat types of service stations, restaurants and
lodging facilities are available at any given ramp. The sign would be located back
from an off ramp a distance which would allow the motorist to move into the exit lane
before reaching the off ramp. This is a solution long advocated by groups calling
for an end to the proliferation of freeway-oriented tower signs that exist at many
freeway interchanges.

Dear Sir:
The Chino City Council, at its meeting of ray 2, 1972,
adopted a Resolution urging the State Division of Highways
to approve a pilot project for a freeway logo sign along
the Pomona Freeway through the City of Chino.
We received preliminary approval of the project by the
Division of Highways on November 4, 1972; hc;~~ever, due
to the fact that a directive ~:~as sent to the Division cf
Highv~ays from the State Legislature asking them to make
a similar study, trey asked that we hold off. However,
little or no headway has been made in this study. The
City of China has, therefore, decided to go ahead and
request approval of this pilot project for a one or two
year period to determine whether or not such signing is
desirable. The sign would be located back from the off-
ramp a distance which would allow the motorist to move
into the exit lane before reaching the oFf-ramp. T12is
sign would in worm the motorist as to wi:at t,-nes of ~:.ervice
stations, restaurants, and lodging facilities are avail-
able at that rarlp.
Those businesses considered "freeway oriented" are very
much in favor of this program, and this type of signing
would protect the environment of our residential areas.
h'e are enclosing a print of the proposed sigr. and a model
Resolution leaving space for the name of your City and
requesting that you adopt this Resolution supporting this
experimental project. Upon adoption, if you would forward
a certified copy to my office, I wi 11 see that copies are
forwarded to our County, State, and Federal Legislatures,
and the Division cf Highways.

If this pilot project is found to be successful, it could
result in an amendment to the signing provisions for the
State which would be of benefit to the traveling public,
the community, and the Affected business establishments.
I am also enclosing a copy of a newspaper article which
goes into detail explaining the proposed project. If
you have any other questions concerning this matter, feel
free to give me a call and I will give you additional
information.
I would like for this matter to be reviewed by your City
Council at the earliest possible date in order that we
can move ahead with this project.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF URGING THE STATE DIVI-
SION OF HIGHWAYS TO APPROVE A PILOT PRO-
JECT ALONG THE POMONA FREEWAY THROUGH THE
CITY ,OF CHINO FOR COMh1ERCIAL FREEWAY-
ORIENTED SIGNS WITHIN THE FREEt9AY RIGHT
OF WAY
WHEREAS, the network of Freeways in California
is the major transportation and economic lifeline of Cali-
fornia; and
WHEREAS, these freeways increasingly pass through
residential areas and areas of scenic beauty; and
WHEREAS, in order to accommodate the traveling
public•it is necessary to advertise certain private free-
way-oriented enterprises along these major thoroughfares
for the comfort and accommodation of motorists; such busi-
~ nesses as service stations, lodgings, and restaurants, fall '
into this category; and
WHEREAS, present State freeway policy prohibits
the installation and use of such informational signs within
the freeway right of way, necessitating the installation of
commercial advertising freeway-oriented business signs along
freeway routes; and
WHEREAS, the placing of such signs within the right
of way for the benefit of the motorists for whom they are
intended would enable standardization of commercial signs,
symbols and logos; and
WHEREAS, other jurisdictions in the United States
and Europe have found these freeway installed signs of extreme•
value to the freeway motorist because they are visible and
level with the eye and eliminate the necessity for commercial
signs that are not placed in such fashion as to provide the
greatest benefit for the motorist; and
WHEREAS, such freeway-located signs will eliminate
costly commercial high-rise signs which are ultimately paid
for by the traveling public; and

WHEREAS, such a program standardized will be
universally understood and instantly recognized at adequately
advanced locations for the safety, protection and convenience
of the traveling public;
NOW, THEREFORE, BE IT RESOLVED that the City Coun-
cil does hereby request the State Division of Highways approve
a pilot project along the Pomona Freeway through the City of
Chino for commercial freeway-oriented signs within the freeway
right of way similar to those shown on Exhibit."A" which, if
found successful, may result in'uniform signing provisions
along freeways, advertising commercial establishments that
are freeway-oriented and are established to serve primarily
freeway trade and traffic; and
BE IT FURTHER RESOLVED that copies of this Reso-
lution be sent to Congressional Representatives, Represen-
t
tatives in the State Assembly and Senate, and to the Governor
of California, other California cities,
Bureau of Roads and the Automobile Club
and related freeway oriented businesses
of this pilot project for State Freeway
will accrue to the benefit of the motor
of California.
