On February 2, 1971, the City Council approved, by Resolution 5928, the fourth addition to the Master Agreement between the City and the County which provides for maintenance at intersections where the City and County had jointly constructed traffic signals. The agreement signed on February 2 was forwarded to the County and signed by the County Engineer on February 17, 1971. We have been informed by the County that construction agreements must be signed by the County Board of Supervisors and that therefore the agreement signed by the County Engineer, covering both construction and maintenance for subject signals, is not adequate. Approving the attached agreement with the County of San Diego for the construction only of traffic signals at the intersection of Palomar Street and Industrial Boulevard will properly authorize the County to pay for their share of the construction of said signals.
