Cost of Letters of Appraisal
Some weeks ago, this office was requested by the City Manager to
obtain the services of an appraiser for the purpose of providing
a letter of appraisal which would be conclusionary in nature to be
used in the negotiating process for the acquisition of the Otay
Park Site (Albany Street) and for a feasibility study on the
acquisition of additional properties within the Parking District
as recommended by the Parking Place Commission.
Relying upon past experience both as to qualifications and cost,
this office had recommended that I be allowed to contact Mr. Gerald
Kibbey, a very fine appraiser in the County of San Diego who has
heretofore performed work for the City of Chula Vista. It was the
belief of this office that said appraisals would cost approximately
$100.00 per site in question.
In accordance with direction of Council and the City Manager,
Mr. Kibbey was contacted and initial estimates were made by his
office. Said estimates reveal that Mr. Kibbey would request $650.00
for the letter of appraisal on the lots to be used for parking purposes
within the Parking District. He has set the price of $750.00 for
the letter of appraisal. on the Otay Park Site. In the event that
the City determines to move ahead with that project there would be
an additional fee, for a total of $1,200.00, for the full appraisal
required by HUD in the completion of our contract with that Federal
agency.
Recognizing that the costs of said appraisals are substantially
higher than originally estimated, although I am sure from discussions
with other agencies that they are consistent with current prices,
I would request direction from the City Council as to their desire
in proceeding with these matters. If it is Council's desire to go
forward, a resolution appropriating the total sum of $1,400.00
will be returned to the Council on May 9, 1972.
