In 1960 the developers of Cortez Manor Unit #3, with the parti-
cipation and permission of the adjacent property owners, constructe
an offsite drainage channel from the subdivision boundary to 4th
Avenue. Tize channel is 12" deep and 24" wide, and is situated alon
the rear lot lines of 393, 395, 397 and 399 "J" Street.
Several property owners recently contacted the Department of Public
Works requesting the acceptance and maintenance of the concrete
drainage structure by the City. Review at departmental level
reveals that the structure is substantially constructed, accessible,
and maintainable with existing City forces and equipment. The
channel serves a substantial number of properties and can be con-
sidered a public responsibility.
Each of the owners of property upon which the channel is located
has executed an easement for drainage purposes in favor of the City.
Acceptance of the easements is made through formal action by the
City Council.
