CHULA VISTA CITY COUNCIL MEETING OF April 25, 1972
Item Title: Resolution - Authorizing purchase of Eight Police Vehicles

Background:
At its meeting of 4-11-72, by Resolution No. 6394, the Council appropriated
$31,840 from the reserve of the General Fund and directed the staff to follow
the purchasing process towards procurement of 8 police vehicles per recom-
mendation of the Chief of Police, Director of Public Works and City Manager.
Of concern to Council was the question of unit bids regarding LPG and air
conditioning.
The Purchasing Agent reports that we are able to secure said vehicles via a
cooperative purchasing arrangement with the City of Los Angeles. After his
review of the recent City of San Diego and County of San Diego fleet police
vehicle prices, the City of Los Angeles price appears to be best. The ve-
hicles proposed for acquisition are the American Dlotors Matador police
specials and have been tested and rated as acceptable. Our own Police
Department indicates these vehicles also meet its requirements. These ve-
hicles do not have an option regarding LPG. As was the case last year, it
appears that we will have to acquire an LPG system, if desired, by a special
modification arrangement.
Following is a comparison of the vehicle costs with air conditioning and
without:

The estimated cost for LPG conversion, per unit, based on last year's cost
is $454.00. The total cost for the 8 vehicles would be $3,632.00. It is
proposed that the City acquire the 8 vehicles with air conditioning at a
total cost of $25,389.08.

priated from the unappropriated reserve of the General Fund.

Council expressed concern over the staff reaction to date regarding
current use of I,PG on pal.ice vehicles. Indications from the Police
Department are that se~vE~r~~l of the c~ar]..ier problems hove been resolved
and, cv th the acquisitic>n of air cordi.tioning, the heat problem caused
by relocation of the' radio unit ~;Tauld l.~a eliminated. A7utual aid re-
sponsibilities, since that' relate directly to this County area and the
LPG contract cost for County-wide scope regarding provision of thc~ f.ucl
indicates that no problem should exist there. The Public Works Depart-
ment is in process of developing a report on LPG and i.ts effect, to date.
As noted at the Council meeting, many of the maintenance benefits of
LPG do not exist until the latter part of a normal engine life.
Council action regarding the LPG option should be withheld pending
receipt of. the Public Works study. This would not create a complica-
tion since the L~~G must be installed independently of any bid condi-
tions. If Council does decide to Odd L,PG based on later information,
a final and total cost far the 8 vehicles, with air conditioning and
LPG, would be about ;29,021.00. This would be within the specified
funds appropriated by the Council.
