First, staff is requesting that $6,000 in San Diego Gas & Electric incentives for greenhouse gas inventory preparation be appropriated to the Public Works - Conservation Section budget. Secondly, staff is requesting that $1,500 in Sweetwater Authority incentives for turf conversion projects be appropriated to the Public Works -Parks Division. ENVIRONMENTAL REVIEW The Development Services Director has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the proposed action(s) qualifies for a Class 8 categorical exemption pursuant to Section 15308 [Actions by Regulatory Agencies for Protection of the Environment] of the State CEQA Guidelines because the energy and water savings resulting from the environmental initiatives will contribute to reducing Chula Vista's greenhouse gas or "carbon" emissions, thus improving air quality. Therefore, no further CEQA environmental review is necessary. RECOMMENDATION Council adopt the resolution. 11-1 3/13/12, Item Page 2 of 2 BOARDS/COMMISSION RECOMMENDATION Not applicable. DISCUSSION Staff is requesting two budget amendments in order to support implementation of a variety of energy and water conservation initiatives. The first budget amendment would appropriate $6,000 in unanticipated revenue from San Diego Gas & Electric's (SDG&E) Cool Planet Program incentive to the Public Works -Conservation Section budget. The Cool Planet Program reimburses local agencies and businesses for costs associated with preparing and verifying their greenhouse gas emission inventories. In October, the City successfully completed its 2010 Greenhouse Gas Emissions Inventory and received third-party verification through The Climate Registry. The second budget amendment would appropriate $1,500 in unanticipated revenue from Sweetwater Authority's Turf Conversion Program incentives to the Public Works -Parks Division budget. The Turf Conversion Program provides commercial and residential property- owners with incentives for replacing turf lawn areas with more water efficient landscaping. The City will be using the incentive funds to retrofit 4,930 square feet of medians along Orange Avenue (around the Connelly Avenue intersection) with low water use features. Both budget amendments will support environmental initiatives that help lower municipal utility costs and citywide greenhouse gas or "carbon" emissions. In addition, the new median landscaping will require less maintenance and reduce associated City staff time. DECISION MAKER CONFLICT Staff has reviewed the property holdings of the City Council and has found no property holdings within 500 feet of the boundaries of the property which is the subject of this action. CURRENT YEAR FISCAL IMPACT The $7,500 total appropriation has no net-impact to the General Fund, because these one-time revenues will offset the one-time expenditures. ONGOING FISCAL IMPACT The $7,500 total appropriation to the General Fund is a one-time activity, so there are no ongoing fiscal impacts associated with the budget amendment. Future municipal utility and maintenance cost savings may be realized from the landscape retrofit efforts. ATTACHMENTS None. NOW, THEREFORE, the City Council of the City of Chula Vista does hereby resolve that it amends the 2012 budget to appropriate $7,500 to the Public Works Department's Services & Supplies budget to be offset by unanticipated revenue.
