The Subdivision Manual sets forth the requirements for subdividing land within the City of Chula
Vista. The proposed amendment updates the manual for current development standards. The last
comprehensive update of the Subdivision Manual was in 2002.
ENVIRONMENTAL REVIEW
The Environmental Review Coordinator has reviewed the proposed activity for compliance with the
California Environmental Quality Act (CEQA) and has determined that the activity is not a "Project" as
defined under Section 15378 of the State CEQA Guidelines because the proposal consists an action
that will not result in a potentially significant physical impact on the environment. Therefore, pursuant
to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no
environmental review is necessary.
RECOMMENDATION
That Council approves the resolution.
DISCUSSION
Amendments to the City's Subdivision Manual are necessary to update the manual for changes in
development regulations and are authorized pursuant to Municipal Code Section 18.08.350. The
last comprehensive update was approved by Council on November 12, 2002 with Resolution 2002-
447. Minor amendments have been made since in the following areas:
• In 2004 the design of pedestrian ramps was refined.
• On November 23, 2010 Council amended the manual to add standardized Tentative Map
conditions.

• The year the master fee schedule was updated in 2011 and effectively changed Section 5-100
which specifies fees associated with the subdivision of land.
This update seeks to reference other policies and ordinances such as the City's Storm Water Manual
and the Master Fee Schedule to eliminate duplication. Table 1 below highlights the significant
revisions to the Subdivision Manual.

The American's with Disabilities Act (ADA)
The Department of Justice published Draft Guidelines for Accessible Public Rights-of--Way on July
20, 2011. The current estimate is that the DOJ will require municipalities to conform to these
requirements some time in 2013. Any new facilities constructed in the interim that do not conform
to these standards will need to be retrofitted by the City at some point as a capital improvement
project (CIP). This update of the Subdivision Manual seeks to limit the need for future retrofits by
requiring developers to construct improvements in accordance with the "Accessibility Guidelines
for Pedestrian Facilities in the Public Right-of-Way", as applicable. Any application for an
improvement plan, grading plan or tentative must demonstrate compliance with the ADA public
right of way guidelines, as applicable.

Climate Adaptation Strategies
The proposed changes to Manual also implement Strategy #10 of the Climate Adaptation Working
Group which recommended a modification to the Subdivision Manual for tidally influenced areas.
The proposed change to Section 3-201.3(4) of the Subdivision Manual requires that developments
within tidally influenced areas not be impacted by a projected 16-inch increase over the highest high
tide. The current Bayfront Master Plan has been designed to this standard.
Process Streamlining Oversight Committee
All the changes proposed herein have been reviewed by the Process Streamlining Oversight
Committee and are recommended for approval.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is not site
specific and consequently the 500 foot rule found in California Code of Regulations section
18704.2(a)(1) is not applicable.
CURRENT YEAR FISCAL IMPACT
Staff time associated with this update of the Subdivision Manual is not directly recoverable from the
development community, however, fees charged to the development community include overhead
costs of which updating manuals is one element. The Development Service Fund is a stand-alone
fund from the general fund and as such, the general fund will not be adversely impacted with this
activity.
ONGOING FISCAL IMPACT
The changes proposed herein are designed to create sustainable developments so that the general
fund is not adversely impacted in the long run. For example, Section 2-101 of the manual requires a
maintenance responsibility plan based on lifecycle costs recovered from a perpetual, non-general
fund source.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA AMENDING THE SUBDIVISION MANUAL
WHEREAS, the Subdivision Manual sets forth the requirements for subdividing land
with in the City of Chula Vista; and,
WHEREAS, amendments to the City's Subdivision Manual are necessary to update the
manual for changes in development regulations and are authorized pursuant to Municipal Code
Section 18.08.350; and,
WHEREAS, the last comprehensive update was approved by Council on November 12,
2002 with Resolution 2002-447 with minor amendments in 2004 and 2010.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby amend the Subdivision Manual as given in Attachment 1.
