A Special Meeting of the City Council of the City of Chula Vista was called to order at 3:06 p.m.
in the Council Chambers, located in City Hall, 276 Fourth Avenue, Chula Vista, California.
ROLL CALL
PRESENT: Councilmembers Aguilar, Bensoussan (arrived at 3:15 p.m.), Castaneda
(arrived at 3:20 p.m.), Ramirez, and Mayor Cox
ABSENT: None
Mayor Cox announced that the Council would convene in Closed Session to discuss the items
listed below.
At 3:07 p.m., the Council convened in Closed Session.

Mayor Cox read the proclamation and Deputy Mayor Ramirez presented it to Ms. Jones and
Environmental Resource Manager Reed. Principal Civil Engineer Rivera announced that
volunteers were needed to assist with bicycle valet parking at the upcoming Centennial
Celebration at the Olympic Training Center. Staffinember Reed announced that bicycle route
maps would soon be available at the local Farmer's Market, bike shops, and at City Hall.

ADAM SPARKS AND EXECUTIVE DIRECTOR GREG MATTSON OF PROCEEDS
FROM THE PET FEST AND DOGGIE DASH TO THE CHULA VISTA NATURE
CENTER FOUNDATION AND CHULA VISTA'S ANIMAL CARE FACILITY
Mr. Mattson presented checks in the amount of $300 each to the Chula Vista Animal Care
Facility and Chula Vista Nature Center as proceeds from the recent Pet Fest and Doggy Dash
events. Animal Care Facility Manager Anton and Chula Vista Nature Center Director of
Conservation & Communications, Charles Gailband, accepted the checks on behalf of their
respective facilities. Mr. Mattson then presented a $1,000 check to Council Aide, Susan
Johnson, who accepted it on behalf of the upcoming Harbor Days event.
PRESENTATION OF A PROCLAMATION TO SOUTH BAY PIONEERS'
DIRECTOR TOM CLAVELL, BOARD OF TRUSTEES SECRETARY MARTIN
TOHILL AND TREASURER BILL WINTERS COMMENDING SOUTH BAY
PIONEERS 50TH ANNIVERSARY IN THE CITY OF CHULA VISTA
Mr. Clavell provided information about the South Bay Pioneers. Mayor Cox then read the
proclamation and Deputy Mayor Ramirez presented it to Mr. Clavell.

ACTION: Mayor Cox moved to approve Consent Calendar Items 2 through 5, and 7 and 8,
headings read, text waived. Councilmember Bensoussan seconded the motion
and it carved 3-0, with Councilmembers Aguilar and Castaneda absent.

David Danciu, Chula Vista resident, spoke in favor of community activism and distributed an
article on the subject.

9. CITY MANAGER'S REPORTS
None.
10. MAYOR'S REPORTS
Mayor Cox reminded the community about the City's Centennial Celebrations on October 15,
2011, at the Olympic Training Center. She announced a Council Workshop on October 6`" at
4:00 p.m. in the Council Chambers.
11. COUNCILMEMBERS' COMMENTS
Deputy Mayor Ramirez asked staff about the financial status of Dynegy. City Manager
Sandoval responded that staff has met with Dynegy and the Port on a regular basis about the
power plant demolition. It was the consensus of the Council to have staff schedule for the
October 11`" Council Meeting, an update by Port Commissioner Moore on the status of the
power plant demolition. Deputy Mayor Ramirez announced that the South Bay Pioneers would
be celebrating its 50`" anniversary on October 23, 2011, from 2:00 - 4:30 p.m.
Councilmember Bensoussan gave a brief update on Chula Vista's Enterprise Zone and outreach
efforts to encourage businesses within the enterprise zone boundaries to take advantage of
benefits offered by the program.

A Workshop of the City Council of the City of Chula Vista was called to order at 4:01 p.m. in
the Chula Vista Police Department Community Room, located at 315 Fourth Avenue, Chula
Vista, California.

PRESENT: Councilmembers Aguilaz Bensoussan (arrived at 4:05 p.m.), Ramirez, and

WORKSHOP
1. OVERVIEW OF RECREATION DEPARTMENT SERVICES AND PROGRAMS
City Manager Sandoval introduced the item. He commented that the park fees update and
information about the Parks Master Plan planning efforts would be forthcoming to the Council at
a future meeting.
Recreation Director Martin gave an overview of the Recreation Department Services and
Programs.
Rene' Santiago, Deputy Director, Health and Human Services, presented information about the
"Building Better Health" initiative.
Recreation Supervisors Ellis, Cazson and Ramos presented information about the City's youth
and adult sports leagues, the Norman Park Senior Center, and information about recreation
classes, respectively.
Dr. Olga West, Principal, Veterans Elementary School, presented information about the "Critical
Hours Programs". Director Martin spike about the Department's recent participation in a Critical
Hours Kaizen event.

Wade E. Cutler, Chula Vista resident, spoke in support of recreation programs.
Joe Davalos, San Diego resident, spoke in support of aquatic programs.
Reverend Christian DeMent, La Mesa resident, spoke in support of the Critical Hours Program.
Richard Preuss, President, Chula Vista Police Activities League, spoke in support of ongoing
youth recreation opportunities.
John Vogel, Chula Vista resident, suggested expansion of the Parkway pool to host swim meets,
long course swimming, and diving instruction. He suggested that a portion of the recently
implemented facility rental fee increases be used for extended hours for youth programs at park
facilities.
Craig Collins, San Diego resident, President, Chula Vista Aquatics Club, spoke in support of
continued aquatics programs and expanded hours of operation.
Giancazlo Nencini, San Diego resident, representing San Ysidro High Water Polo, spoke in
support of aquatics programs, and he encouraged volunteerism in recreation.
Mark Twohey, Chula Vista resident, representing the Youth Sports Council, commented on
requests by local schools and church groups to join the Sports Council in order to shaze the
sports fields. To that end, he asked for Council consideration to look at expanding its prior
moratorium on capping the number of youth to avoid over-use of City sports fields.
Deputy Mayor Ramirez suggested consideration of programs for special needs communities,
collaborative efforts for joint use of school facilities and recreation, and online access for
information about recreation facility operations. He requested additional information from staff
about wi-fi access at recreation centers; how the City performed with assisting the Norman Park
Center during the September regional power outage; benefits of the Sports Alliance to local
organizations; and the Critical Hours program.
Councilmember Bensoussan suggested consideration of partnerships with the Port District for
aquatic-related activities and with the Chula Vista Yacht Club as a potential funding source.

October 11, 2011, at 4:00 p.m., in the Council Chambers.
