'T'his project includes the widening of both streets, in- stallation of drainage facilities and relocation of traffic signals, The list of bidders and their accompanying bid amounts are listed below. The low basic and alternate bid of $175,118,1.5 and $172,970.07 respectively, submitted by W. 1-I. Ledbetter and Son, Inc, is 17.96+o below the engineer's estimate of $213,455,70. Basic Bid W. The basic bid calls for reinforced concrete pipe and the alternate bid calls for corrugated metal pipe in the construction of the storm drain. In the past, corrugated metal pipe has been alternate bid because con- siderable savings in cost was realized in its use. However, in this project, the small. savings in cost does not warrant its use. The Director of Public Works recommends award of the basic bid for the following reasons: 1, Concrete pipe does not lose its hydraulic efficiency with age. 2. Concrete pipe is not subject to corrosion like metal pipe, 3. The storm drain was designed on the basis of using concrete pipe. 4. Because the corrugated metal pipe must be fully lined with asphalt to achieve the same hydraulic characteristics as concrete pipe, the metal pipe offers a potential nuisance as afire hazard. (A short time ago an asphalt lined storm drain in National City was set afire.)
