Williams, Assistant Director of Planning SUBJECT: Workable Program Recertification 9, ~ ~ ~ ~~ µ`' Attached is a copy of the 1972 Application for Workable Program Recertification. This is our first recertification attempt since the approval of our original applica- tion in 1969. Before the application may be submitted, it must be approved by the City Council by resolution., and signed by the Mayor. The Planning Commission has reviewed the application and recommends approval. As a matter of background, the basic purpose of the Workable Program is to insure that communities desiring to utilize funds for renewal and housing programs under- stand the array of forces that create slums and blight and are willing to recognize and take the steps within their power to prevent and overcome urban blight. The Workable Program calls for progress in the following four areas: (a) Code Adoption and Enforcement; (b) Planning, Programming, and Budgeting; (c) Housing and Relocation; (d) Citizen Involvement. The attached application includes an analysis of all four areas. As proposed in the 1969 Certification Application, a "windshield survey" of all residential structures was conducted by the Building Inspection Department. This took approximately one year to complete and essentially represents the only action program proposed and completed during the certification period. The 1972 Recertification Application proposes the following action programs: 1. Public information and education program for those property owners whose residences were classified as fair, poor or demolish. 2. Initiation of a comprehensive Housing Element to determine the present and future housing needs within the Chula Vista area. 3. Initiation of an Open Space Plan and a School Plan. 4. Initiation of a Downtown Business District Study. Completion of this application is necessary to permit the City to apply for such funds should the need arise in the future. The programs that fall under this requirement include: 1, Neighborhood Development Program 2. Concentrated Code Enforcement Program 3. Interim Assistance for Blighted Areas 4.
