SUMMARY
The San Diego Association of Governments (SANDAG) has notified the local agencies that
requests for the April 2012 amendment to the Regional Transportation Improvement Program
(RTIP) may be submitted beginning January 27, 2012. Signed resolutions must be submitted to
SANDAG by March 9, 2012. The City will need to submit a request for amendment in order to
add funding for the Regional Arterial Management System, as required by SANDAG.
ENVIRONMENTAL REVIEW
The Director of Development Services has reviewed the proposed activity, consisting of
approval to submit a funding request for various Transnet Projects to SANDAG, for compliance
with the California Environmental Quality Act (CEQA) and has determined that the activity is
not a "Project" as defined under Section 15378 of the State CEQA Guidelines. Therefore,
pursuant to Section 15060 (c)(3) of the State CEQA Guidelines the activity is not subject to
CEQA. Thus, no environmental review is necessary at this time. Although environmental review
is not necessary at this time, once the scope of the individual projects proposed to be funded have

been more specifically defined, environmental review will be required for each project and the
appropriate environmental determination will be made.
RECOMMENDATION
Council conduct the public heazing and adopt the resolution.

DISCUSSION
Transnet History and Regulations
The voters of San Diego County approved the Transnet Program as Proposition A in November
1987. This proposition enacted ahalf--cent increase in the countywide sales tax through 2008 to
fund specified transportation programs and projects. One third of the revenues generated by the
tax were allocated by SANDAG to the local agencies for local streets and roads purposes. These
funds have been distributed to cities annually and programmed by cities into local projects.
In November 2004, 67 percent of County voters supported Proposition A, which extends
Transnet from 2008 to 2048. The Transnet Extension Ordinance states that at least 70 percent of
the funds allocated to local agencies for local road projects should be used to fund construction
of new or expanded facilities, major rehabilitation and reconstruction of roadways, traffic
signalization, transportation infrastructure to support smart growth, capital improvements for
transit facilities, and operating support for local shuttle and circulator transit routes (Congestion
Relief). No more than 30 percent of Transnet funds allocated to local agencies for local road
projects are expected to be used for local street and road maintenance.
Projects included under the Congestion Relief portion of Transnet aze required to accommodate
travel by pedestrians and bicyclists in accordance with the Transnet Ordinance and Rule 20 of
SANDAG Board Policy 31, "Accommodation of Bicyclists and Pedestrians". This rule states
that evaluating bicycle and pedestrian accommodation is required for all major reconstruction
projects included under Congestion Relief under the 70-30 requirement. Cities may use a
bicycle or pedestrian master plan adopted by the city council and approved by SANDAG within
the last five yeazs to determine the appropriate means of accommodating bicyclists and
pedestrians in a given project. Since Chula Vista's Bikeway Master Plan Update was adopted by
the City Council on February 1, 2011 and the Pedestrian Master Plan was adopted on June 22,
2010, they qualify under this provision.
Regional Arterial Management System (RAMS)
The Regional Arterial Management System (RAMS) has been one of the four key components of
the 2050 Regional Transportation Plan. The primary objective of the RAMS is to enhance
arterial traffic management along freeway interchanges and major arterials through the San
Diego region by providing a common traffic signal communications system. RAMS will allow
jurisdictions to develop and implement traffic signal timing plans across multiple jurisdictions
for day-to-day conditions, special events, and emergencies.

The RAMS project was funded by the U.S. Department of Transportation, along with other
Federal, state and local sources, to a total of $1.6 million. QuicNet4+ sofrwaze was selected and
initially deployed in fall 2008 to the project core agencies: San Diego, Chula Vista and Caltrans
District 11. RAMS has been subsequently delivered to the remaining fourteen local agencies.
Each agency received a RAMS server and the hardware necessary to connect to the RAMS
network. AT&T currently supplies the telecommunications network.
The annual regional operating cost has been estimated to be $256,000, which includes sofrwaze
support and updates, hazdware support and warranty, and telecommunications cost. SANDAG
has been meeting with. the San Diego Traffic Engineers Council (SANTEC) to develop a
methodology for sharing this cost among the member agencies. For each agency, the
recommended methodology includes a $5000 base cost plus a prorated cost based on the number
of signals each agency has. Chula Vista's share of the costs is based on 253 traffic signals.
Therefore, the annual cost to Chula Vista would be $I5,500(Attachment 1). These
recommendations were provided to the Cities/County Transportation Advisory Committee
(CTAC) on January 5, 2012. CTAC members passed a motion to bring this item back for further
discussion and recommendation at the February CTAC meeting. After receiving input from
agency management, CTAC members recommended approval of the cost methodology at the
February 2, 2012 meeting.
SANDAG has proposed three possible options for paying the local amount. Staff recommends
reprogramming the local Transnet allocation. The project generally fits under CHV39: Traffic
Signal Systems Optimization (TF350). This project originally involved upgrading traffic signal
coordination at identified locations. Staff proposes adding the RAMS system to the project
description. Since the goal of RAMS is to optimize traffic signal timing across jurisdictions, it
fits with the current project purpose. Staff proposes to change the project description under
CHV39 to include RAMS. Since there are sufficient funds in CHV39 ($71,000 still remains in
the project carry over amount from Fiscal Yeaz 2010-11), an additional appropriation is not
needed. The RAMS payment will also be included in CHV39 in subsequent fiscal years.
Adjustments to Fiscal Year 2011-12
Three other adjustments need to be made to the 2010 RTIP. Per Council Resolution 2009-220
(Attachment 3), $16,175 in Transnet funds was transferred from STL298 (Bayshore Bike Path
Improvements between E Street and F Street) to STM361 (I-5 Multi-Modal Corridor Analysis).
It was thought that these funds could be used on any Transnet-eligible project. However, these
were Transnet bicycle funds, which must be used on the original project or returned to
SANDAG, as stated by SANDAG staff. These funds have not yet been used and the budget for
STM-361 will be reduced by $16,175. Currently, there are sufficient funds in the STM-361
project budget and the reduction of funds does not impact the local match requirement for the
two federal funds used in that project since the project was over-matched with local funds.
The second project concerns CHV48, Major Pavement Rehabilitation. Staff recommends the
inclusion of Brandywine Avenue from Olympic Parkway to Main Street in the upcoming project
STL371, Major Pavement Rehabilitation FY10/11. Traffic counts completed in 2010 show an
average daily vehicle count of approximately 9,210. Since the entire stretch was constructed and
last rehabilitated at the same time and aze approximately in similar condition, it would make
sense to rehabilitate this entire segment at the same time. However, one segment, from Point La

Jolla to Mendocino Drive, was not included in our previous pavement listing under CHV48. It is
recommended that we amend this list to include the missing segment (Attachment 4). This
segment includes sidewalk on both sides and is in compliance with our Bikeway Master Plan, so
no bicycle or pedestrian exclusions are necessary.
The third project is included under CHV50, Emergency Storm Drain Repair. A failure of the
Corrugated Metal Pipe (CMP) located in F Street east of Woodlawn Avenue needs to be repaired
as soon as possible. This work can be done with existing funds that have been previously
allocated to CHV50. This location will be added to the project information as well as language
that will allow the City to add other urgent locations.
DECISION MAKER CONFLICT
Staff has reviewed the property holdings of the City Council on the site specific portions of this
action and has found no property holdings within 500 feet of the boundaries of the properties
which are the subject of this action.
CURRENT YEAR FISCAL IMPACT
These actions will have no impact on the General Fund. However, approval of this resolution
will result in an appropriation of $16,175 to the "Other" expenses category of the Transnet fund.
The budget for STM-361 will be reduced by $16,175. These changes result in no net impact to
the Transnet fund.

The cost-sharing model as recommended by SANTEC and CTAC is based on a baseline cost of $5,000 per agency,
with the remaining regional costs prorated by the number of traffic signals operated by each agency. As the regional
agency with no traffc signals, SANDAG's share is 1/16'" of the total cost, or $15,000. This cost sharing methodology
will be revaluated over time to support fair share need with the first one anticipated to be completed before the
conclusion of FY 2013.

LIGHT RAIL TROLLEY IMPROVEMENT STUDY AND
AMENDING REGIONAL TRANSPORTATION
IMPROVEMENT PROGRAM PROJECT CHV30; AMENDING
THE FISCAL YEAR 2009/2010 CAPITAL IMPROVEMENT
PROGRAM AND GRANT FUND PROGRAM BUDGETS;
APPROPRIATING SAID GRANT FUNDS TO EXISTING
CAPITAL IMPROVEMENT PROJECT STM361 I-5 MULTI-
MODAL CORRIDOR IMPROVEMENT STUDY; AND
AUTHORIZING AN INTERPROJECT TRANSFER FROM
EXISTING CIP STL298 TO STM361 IN THE AMOUNT OF
$16,175 AS NECESSARY TO MEET THE MINIMUM LOCAL
MATCH
WHEREAS, the Federal Highway Administration (FHWA) Office solicited applications
for Federal Fiscal Year 2009 (FFY 2009) grant funding from the Transportation, Cotnmunity,
and System Preservation (TCSP) Program for projects identified by Congress; and
WHEREAS, Section 1117 of the Safe, Accountable, Flexible, Efficient Transportation
Equity Act; A Legacy for Users (SAFETEA-LU) reauthorized the TCSP Program through FFY
2009; and
WHEREAS, over the past several years, City staff has been working with Congressman
Filner regazding additional funding needed for ultimate improvements along the Interstate-5
corridor and as such were successful in obtaining $1,987,200 in SAFETEA-LU funds for the
corridor; and
WHEREAS, the City of Chula Vista has been awazded $237,500 in grant funding from
the TCSP Program for projects identified by Congress in FFY 2009; and
WHEREAS, the $237,500 in TCSP funds would augment the previous SAFETEA-LU
funds but would allow a more refined pre-design study of the Light Rail Trolley system through
Chula Vista; and
WHEREAS, with each rail grade separation project estimated to cost approximately $35
million, it is imperative that the design elements and potential construction impediments be
identified early in the process so that decisions can be made to minimize construction costs; and
WHEREAS, this TCSP grant will be used to determine specific design features for future
light rail trolley grade separation projects within the City of Chula Vista such as at E Street, H
Street and Palomar Street; and

WHEREAS, with at least three grade sepazation projects being considered and possibly
more, this would represent a future construction cost for the local agency, region, State and
Federal agencies of approximately $100 million; and
WHEREAS, this work is integral to the 2008 Regional Transportation Improvement
Program (RTIP) Project CHV30, the TCSP funds will be shown as an additional funding source
for this project and as such, the total project budget will be increased to show this additional
funding source; and
WHEREAS, project CHV30 is described as, "I-5 Multi-modal Corridor Improvement
Study" and is for conducting a study to examine multi-modal improvements to the I-5 corridor
between the Main Street interchange and State Route 54; and
WHEREAS, a RTIP amendment will be done to revise this budget by an interfund
transfer of $16,175 from existing Capital Improvement Project STL-298 which is on hold.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby accept a grant of $237,500 for the Light Rail Trolley Improvement Study and
amends the Regional Transportation Improvement Program Project, CHV30; amending the
Fiscal Yeaz 2009/2010 CIP Program and Grant Fund Program Budgets; appropriating said grant
funds to existing Capital Improvement Project, STM361 I-5 Multi-Modal Corridor Improvement
Study and authorizing an interproject transfer from existing CIP STL298 to STM361 in the
amount of $16,175 as necessary to meet the minimum local match.

RESOLUTION NO. 2012
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA ADOPTING THE TRANSNET LOCAL
STREET IMPROVEMENT PROGRAM OF PROJECTS FOR
FISCAL YEARS 2010/2011 THROUGH 2014/2015,
PROVIDING THE CERTIFICATION AND INDEMNITY
STATEMENTS NECESSARY TO OBTAIN TRANSNET
FUNDS, AND APPROPRIATING $16,175 AND RELATED
INTEREST IN THE TRANSNET FUND
WHEREAS, on November 4, 2004, the voters of San Diego County approved the San
Diego Transportation Improvement Program Ordinance and Expenditure Plan (TransNet
Extension Ordinance); and
WHEREAS, the TransNet Extension Ordinance provides that SANDAG, acting as the
Regional Transportation Commission, shall approve amulti-year program of projects submitted
by local jurisdictions identifying those transportation projects eligible to use transportation sales
tax (TransNet) funds; and
WHEREAS, the City Of Chula Vista was provided with an estimate of annual TransNet
local street improvement revenues for fiscal years 2013 through 2017; and
WHEREAS, staff recommends amending the RTIP as follows:
1. Add the segment of Brandywine Avenue from Point La Jolla to Mendocino Drive in
project CHV48; and
2. Amend Transnet project CHV39, Traffic Signal Systems Optimization, to include the
Regional Arterial Management System (RAMS).
3. Amend CHV50, Emergency Storm Drain Repair, to add F Street east of Woodlawn
Avenue, due to failure of existing corrugated metal pipe, and other urgent locations needed to
maintain safe travel conditions.
WHEREAS, $16,175 in Transnet Bicycle funds were transferred to an ineligible project,
STM361, I-5 Multi-modal Comdor Analysis, and must be return to SANDAG with all related
interest. An appropriation to the expense category of the Transnet fund of $16,175 and related
interest will be necessary to accomplish this; and
WHEREAS, the City Of Chula Vista has held a noticed public meeting with an agenda
item that clearly identified the proposed list of projects prior to approval of the projects by its
authorized legislative body in accordance with Section 5(A) of the TransNet Extension
Ordinance and Rule 7 of SANDAG Board Policy No. 31.

NOW THEREFORE, BE IT RESOLVED that pursuant to Section 2(C)(1) of the
TransNet Extension Ordinance, the City Of Chula Vista certifies that no more than 30 percent of
its annual revenues shall be spent on maintenance-related projects.
BE IT FURTHER RESOLVED that pursuant to Section 4(E)(3) of the TransNet
Extension Ordinance, the City of Chula Vista certifies that all new projects, or major
reconstruction projects, funded by TransNet revenues shall accommodate travel by pedestrians
and bicyclists, and that any exception to this requirement permitted under the Ordinance and
proposed shall be clearly noticed as part of the City of Chula Vista's public hearing process.
BE IT FURTHER RESOLVED that pursuant to Section 8 of the TransNet Extension
Ordinance, the City of Chula Vista certifies that the required minimum annual level of local
discretionary funds to be expended for street and road purposes will be met throughout the 5-
year period consistent with the most recent Maintenance of Effort Requirements adopted by
SANDAG.
BE IT FURTHER RESOLVED that pursuant to Section 9A of the TransNet Extension
Ordinance, the City of Chula Vista certifies that it will exact $2,000, plus all applicable annual
increases, from the private sector for each newly constructed residential housing unit in that
jurisdiction to comply with the provisions of the Regional Transportation Congestion
Improvement Program (RTCIP).
BE IT FURTHER RESOLVED that pursuant to Section 13 of the TransNet Extension
Ordinance, the City of Chula Vista certifies that it has established a separate Transportation
Improvement Account for TransNet revenues with interest earned expended only for those
purposes for which the funds were allocated.
BE IT FURTHER RESOLVED that pursuant to Section 18 of the TransNet Extension
Ordinance, the City of Chula Vista certifies that each project of $250,000 or more will be clearly
designated during construction with TransNet project funding identification signs.
BE IT FURTHER RESOLVED that the City of Chula Vista does hereby certify that all
other applicable provisions of the TransNet Extension Ordinance and SANDAG Board Policy
No. 31 have been met.
BE IT FURTHER RESOLVED that the City of Chula Vista agrees to indemnify, hold
harmless, and defend SANDAG, the San Diego County Regional Transportation Commission,
and all officers and employees thereof against all causes of action or claims related to Ciry of
Chula Vista's TransNet funded projects.
BE IT FURTHER RESOLVED that the City Council of the City of Chula Vista adopts
the TransNet Local Street Improvement Program of Projects for Fiscal Years 2010/2011 through
2014/2015 and amends it as follows:
