The Ct~> Council of the City of Chula Vis±c~. does hereby resolve
as foJ_lows
WFirRLAS, cities, countir~s and other units of government have
in the past united in common interest against violators of the Sherman
Antitrust Act, i.ic;ltid~_ng concrete and steel pipe manufactures and
elect-.~ical eq~ziprnent manufacturers , resulting in refunds from over-
charg~s ~rolii price fixing and the imprisonment of presidents of
several comp anies for law violations, and
WHERF,AS , the County of Los Ancreles has been fighting al?_
forms of air pollution since 195:1 and, because the automobile industry
is the major. ccr.tributor to air pollution, has repeatedly urged and
warned the presidents of Ger_er.al Tlotor.s, Chrysler, Ford and American
~tiiotors Corporations to equip riiotor vehicles with smelt control devices,
and
Wi~EREAS, a Federal Grand Jury ~•~as impaneled in 1956 and
after meeting for eighteen months in secret session, forwarded its
findings to the Attorney General who brought suit against the major
automobile manufactures for conspiring, in violation of the Sherman
Antitrust Act, to restrain and delay the development and installation
of smog control devices, and
WHEREAS, since the Department cf Justice has petitioned to
settle the case out of court, the Cour_ty of Los Angeles has petitioned
to intervene in the suit against the automobile manufactures, asking
$100,000,000 damages for injuries to public health and welfare and
the cost of Air Pollution Control.
NOW, THEREFORE', BE I1^ RESOLVED that the City Counc~_1 of the
City of Chula Vista urges the governing bodies of the major cities
and counties cf the United States to join the County Counsel of Los
Angeles, Jorir_ Maharg, by r"ilinr, similar petitions to intervene in
the suit.
BE IT E'URTHER RESOLVED that the City Clerk be, and he is
hereby autrsorized and directed to forward a certified copy of this
resolution Mr. Jchn Niaharg, County Counsel of the County of Las
Angeles.

On motion of Supervisor Hahn, unanimously carried (Supervisor Deb.
being temporarily absent), it is ordered that the following resolution
be and it is hereby adopted:
WHEP~EAS, cities, counties and other units of government have in
the past, united in common interest against violators of the Sherman
Antitrust Act, including concrete and steel pipe manufacturers and
electrical equipment manufacturers, resulting in refunds from over-
charges from price fixing and the imprisonment of presidents of
several companies for law violations; and
WHEREAS, the County of Los Angeles has been fighting all forms ~f
air pollution since 1953 and, because the automobile industry is the
major contributor to air pollution, has repeatedly urged and warned
the presidents of General Motors, Chrysler, Ford, and American Motorc>
Corporations to equip motor vehicles with smog control devices; and
WHEREAS, a liederal Grand Jury was impaneled in 1966 and after
meeting for eighteen months in secret session forwarded its findings
to the Attorney General who brought suit against the major automobile
manufacturers for conspiring, in violation of the Sherman Antitrust
Act, to restrain and delay the development and installation of smog
control devices; and
WHEREAS, since the Department of Justice has petitioned to settle
the case out of court, the County of Los Angeles has petitioned to
intervene in the suit against the automobile manufacturers, asking

NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of the
County of Los Angeles urges the governing bodies of the major cities
and counties of the United States to join the County Counsel of Los
Angeles, John Maharg, by filing similar petitions to intervene in the
suit; and

FURTHER BE IT RESOLVED that the governing bodies be invited to
send representatives to observe the hearing on the intervention
action by Los Angeles County which is scheduled to take place in
the Federal Court at Los Angeles on October 13, 1969.
