HomeMy WebLinkAboutReso 1969-5360RESOLUTION NO. 5360 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ENDORSING THE CALIFORNIA COUNCIL ON INTERGOVERN- MENTAL RELATIONS POLICY STATEMENT CONCERNING REGIONAL ORGANIZATION The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the San Diego County Comprehensive Planning Organization has reviewed a policy statement concerning regional organization which was recently adopted by the California Council on Intergovernmental Relations; and WHEREAS, the policy statement of the California Council on Intergovernmental Relations states that "the state must exercise leadershi by encouraging more effective intergovernmental action by cities and counties. This leadership should be shown by: (1) official recognition and support of regional intergovernmental agencies such as the Associa- tion of Bay Area Governments, Southern California Association of Governments, the San Diego County Comprehensive Planning Organization, and the Sacramento Regional Area Planning Commission; (2) the modifi- cation of state administrative boundaries to better correspond with locally defined regions as well as with those of other state agencies; (3) the coordination, in ail meaningful ways, of state agency activi- ties with regional agencies in their planning and programming stages; and (4) the elimination of special service districts where it has been determined that a general purpose unit (city or county) can provide the same service;" and WHEREAS, the policy statement further states that "the state should stipulate that to be acceptable, regional organizations in California must fulfill the following features: (a) The governing body must be composed primarily of local elected officials (mayors, city councilmen and county supervisors) and secondarily of appropriate representation of the state and federal governments. (b) There should be only one official regional organization in each identified region. This single agency will be: (1) the "umbrella" agency for any new agencies or functions established for regional purposes; (2) the coordination point for state agency activities that are conducted on a regional basis; (3) the sole basis for meeting various federal requirements for regional agencies. If federal or state legal requirements specify a program or function with membership in addition to local elected officials, such additional bodies can be attached to the regional organization as technical advisory bodies. (c) Any such regional organization boundaries shall be based on county lines and combinations of entire counties;" and -2- WHEREAS, the San Diego County Comprehensive Planning Organization has endorsed the policy statement of the California Council on Intergovernmental Relations; and WHEREAS, the San Diego County Comprehensive Planning Organization has recommended that the member agencies of the San Diego County Comprehensive Planning Organization adopt resolutions endorsing the policy statement of the California Council on Inter- governmental Relations; NOW, THEREFORE, BENT RESOLVED by the City Council of the City of Chula Vista that the City Council hereby endorses the policy statement of the California Council on Intergovernmental Relations.
