Item Title: Resolution - Approving Joint City-County Agreement for
Improvement of "C" Street

Background:
As the result of recent complaints concerning a traffic hazard and a dust
problem along "C" Street between North Glover Avenue and Del Mar Avenue, the
Division of Engineering conducted a study in April, 1972. That study
revealed that many eastbound drivers utilize the wrong side of the street Yn
order to drive upon the half-width pavement which exists in the vicinity of
Third Avenue (See Exhibit). The hazard of this practice is magnified by the
fact that it occurs along a vertical curve where sight distance is very
limited. The drivers engage in this hazardous practice in order to avoid the
rough unpaved driving surf ace on the south half of the street.
Additionally, the study revealed a serious dust problem resulting from the
general public use of this street which is totally unpaved for some 400 feet.
Dust generated is often sufficiently heavy to reduce visability to the point
where it too constitutes a traffic hazard.
It is not likely that this road segment will be significantly improved in the
foreseeable future as the result of development of adjacent properties.
However, it can safely be assumed that traffic loadings will gradually
increase and so further compound the existing dust and sight distance problems
The totally unpaved portion of the street is situated within both the juris-
diction of the City and that of the County. Therefore, any realistic solution
to the problems must necessarily involve the County government. Subsequent
to making the study, discussions were held with County Engineer Department
representatives as to the most economical means of treating the roadway so
as to eliminate the problems of dust and inadequate paved width. It was
determined on staff level that installation of a ribbon pavement approximately
26 feet wide and 1-1/2" thick on the existing base would represent the most
economical solution over an extended period of time. To avoid duplication of
effort and expense, it was agreed that one agency should perform the work whil
the other paid for the materials used. If public funds are authorized for
such use, then the City will be engaged in similar work in the immediate
vicinity, and so it was proposed that the City would perform the work in the
area of joint City-County responsibility, and the County would pay for
materials used.

BACKGROUND (Continued)
County Counsel has prepared a joint powers agreement stipulating
as follows:
1. The City shall provide necessary labor, material and
equipment to shape the existing roadbed material, and to place
and compact asphaltic concrete paving material.
2. The County shall pay the cost of asphaltic concrete
paving material not to exceed $1,500.
3. The area to be paved under this agreement is limited to
"C" Street between Del Mar Avenue and a point approximately 472
feet west of Del Mar Avenue.
The agreement as submitted is equitable to both agencies and
represents the most economical solution under the circumstances
involved.
Portions of "C" Street beyond the limits of this agreement are in
need of widening in varying amounts in order to achieve an overall
solution to the dust problem and the sight distance problem.
These other portions are all within City jurisdiction and are hence
not included within this agreement. However, it is proposed that
the total project, including the joint City-County portion and
those exclusively City portions will be accomplished concurrently.
Material cost for the entire project will not exceed $1,500.
Approximately 2/3 of the total material cost will be subject to
reimbursement by the County under this agreement.
The use of Gas Tax 2107 funds is recommended with the understanding
that all reimbursed amounts must be returned to Gas Tax accounts.

made a proposal for cooperative action to construct subject improvement.
We have reviewed that proposal and are in favor of proceeding therewith.
Accordingly, the attached agreement has been prepared., the original and
one copy of which should. be executed on behalf of the City of Chula Vista
and. returned to this department (Attention: Mr. R. L. Shick) for processing
through the County Board. of Supervisors. If and. when approved by that
body, a fully executed. copy of the agreement will be returned. for your
files.
