[ 23 ] CHULA VISTA CITY COUNCIL MEETING OF: October 30, 1973 TTF.M TITLE: Resolution - Designating City Redevelopment Survey Area INITIATED BY: City Manager BACKGROUND It is proposed that the City Council take formal action by resolution to designate the City Redevelopment Survey Area as a necessary step required by State law. The State of California Health and Safety Code, Section 33310, provides that survey areas may be designated by resolu- tion of the City Council. Section 33312 requires that the resolution designating a survey area shall contain the following: a. A finding that the area requires study to determine if a redevelopment project or projects within said area are feasible; b. A description of the boundaries of the area designated. . For purposes of providing flexibility in future project area designa- tions, it is proposed to have the survey area encompass the bulk of the City industrial and commercial areas, and our Bayfront. Speci- fically, it is proposed that the survey area include all City juris- diction within these borders: To the North - City limits To the East - Easterly City r/o/w of Second Avenue To the South - City limits To the West - City limits The required finding that the area requires study to determine if a redevelopment project or projects within this area are feasible CONTINUED ON SUPPLEMENTAL PAGE ATTACHED: Resolution [X] Ordinance [ ] Agreement [ ] Plat [ ] See EXHIBITS [X] No. 1 Financial Statement: Not applicable Commission-Board Recommendation: Not applicable Department Head Recommendation: Not applicable City Manager Recommendation: Recommend that Council adopt resolution 7CJC0 ~~ Supplemental Page No. ?_ Item No. ~ 23 is easily met in that we are faced. with the Bayfront development, a joint :Fort-City project of major significance, and the obvious needs to upgrade our central business district and the .roadway strip commercial. The significance of this resolution action by Council is to identify the area of initial study as to potential redevelopment projects. This does not mean that all or even most of the land area within these survey boundaries will be included in future project area plans.
