[ 17 ] CHULA VISTA CITY COUNCIL MEETING OF: October 30, 1973 ITEM TITLE: INITIATED BY uorur.Rnrrun Resolution - Approving Report, Resolution of Intention and Setting Public Hearing for the Formation of Chula Vista Open Space District #3 Director of Public Works/City Engineer On September 11, 1973, Mr. Robert E. Casey, developer of Rancho Robinhood Subdivision, submitted a petition for the formation of an open space district in accordance with Section 35.211 of the City Code. A preliminary report was submitted by the Director of Parks & Recreation and Director of Public Works to the City Clerk on September 26, 1973. The Planning Commission, at its meeting of October 10, 1973 considered the establishment of Open Space District #3 in Rancho Robinhood Subdivision. The Planning Commission recommended to the City Council approval of establishing Open Space District #3. The formation of Open Space District #3 was a condition of approval of the tentative maps for Rancho Robinhood Subdivision, The exterior boundaries of the proposed district are the same as the approved tentative map of Rancho Robinhood. The areas to be maintained are all of open space lot 115, man-made slopes adjacent to lot 115, slopes along Otay Lakes Road, Allen School Lane, Allen School, and certain other slopes as shown on the attached plat. It is proposed that the improvements consist of landscaping and an irrigation system and that the maintenance consist of maintaining this landscaping and irrigation system. Commission-Board Recommendation: Planning Commission recommended on October 10, 1973 that the City Council approve a resolution establishing Open Space District #3. Department Head Recommendation: 1. Council approve report. 2. Approve the resolution of intention to form Chula Vista Open Space District No. 3. 3. City Council set a date for a public hearing to hear protests and objections to the formation of Chula Vista Open Space District #3 in accordance with Section 35.217 of the Chula Vista City Code. City Manager Recommendation: Concur ~~~~ - AGENDA ITEM N0. 17 • Supplemental page no. 2 The Engineering Division proposes to spread the assessment on a per dwelling unit basis. Maximum annual tax levy necessary to finance the maintenance as estimated is $8,766. IVo assessment will be levied pursuant to Article 2 of Chapter 35 of the Chula Vista City Code to pay the cost of acquisition and development. The initial assessment for Chula Vista Open Space District #3 will be $6.41 per unit per month for the maintenance of the landscaping, plant material and irrigation system.
