HomeMy WebLinkAboutReso 1970-5533RESOLUTION NO. 5533 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA EXPRESSING ITS CONCERN OVER THE ADMISSION OF THE COUNTY OF SAN DIEGO TO THE SERRA REGIONAL LIBRARY SYSTEM IN THE ABSENCE OF THE ACCEPTANCE OF A GREATER BURDEN OF TAX CONTRIBUTIONS TO THE TOTAL LIBRARY SYSTEM AND RESCINDING RESOLUTION NO. 5525 The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the City Council of the City of Chula Vista has heretofore by Resolution No. 4455 adopted on the 27th day of June, 1967, joined with several cities in the County of San Diego in the Serra Regional Library System, and WHEREAS, both from the point of view of providing mutually beneficial expansion of library services to all participating agencies and receiving financial assistance from the State of California as well as the possibility of federal assistance in the construction of a new library facility in the City of Chula Vista, the City Council of the City of Chula Vista has before and again expresses its full support of and appreciation of the Serra Regional Library System, and WHEREAS, in full accord with this position, the Chula Vista City Council by Resolution No. 5525 adopted on the 27th day of January, 1970, approved an amendment to the existing agreement with the Serra Regional Library System, and WHEREAS, the City Council of the City of Chula Vista approves the admission of the City of Escondido, and WHEREAS, the City Council of the City of Chula Vista is deeply concerned by the continued development and expansion of municipal services by the several cities in the County of San Diego, which services have more and more come to be utilized to their fullest by County residents, who not only do not share in the cost of providing such service, but in many instances, have chosen to live immediately outside of the incorporated areas of municipalities and refuse to annex or become part of the municipality, and WHEREAS, such refusal to make a fair and equitable contri- bution to the cost of providing municipal service imposes an unwarranted burden upon those citizens who live within the muni- cipality, and WHEREAS, the continued resistance and reluctance for citizens living in unincorporated areas of the County to annex to cities makes it impossible to develop cohesive and reasonable plans which will insure growth patterns and provide realistic controls for the environmental and ecological betterment of the entire community, and - 1 - WHEREAS, the County of San Diego has only recently become eligible for membership in the Serra Regional Library System by virtue of increasing the tax levy from 8 cents per $100 of assessed valuation three years ago, to a present 12.9 cents per $100 of assessed valuation today which barely satisfies the eligibility requirements compared with 17 cents per $100 of assessed valuation, which is the tax levy for the City of Chula Vista, and WHEREAS, the extension of services without an equitable sharing of contributions to the total service even in such areas of fundamental, cultural and educational needs such as library services does not seem justified. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista on behalf of themselves and all of the taxpayers of this community do hereby act to rescind Resolution No. 5525 to and until such time as it has been clearly proven that the County of San Diego will make a mutual contribution to the interests of all participating agencies in the Serra Regional Library System. BE IT FURTHER RESOLVED that the City of Chula Vista hereby reaffirms its belief in the Serra Regional Library System and wishes it clearly understood that the intent of this resolution should not in any way imply any adverse reflection upon the value of the System nor in any way imply a lack of desire on the part of the City of Chula Vista to remain a member in good standing of said System. BE IT FURTHER RESOLVED that the City Clerk of the City of Chula Vista be, and he is hereby authorized and directed to forward a certified copy of this resolution to all participating agencies in the Serra Regional Library System and to the City of Escondido, Supervisor Henry Boney, and to the Board of Supervisors of San Diego County, State of California.
