RESOLUTION OF THE CITY COUNCIL OF T~iE CITY OF CHULA VISTA
ESTABLISHING RULES OF INTERPRETATION AND PROCEDURE FOR THE
ADMINISTRATION OF THE PROVISIONS OF ARTICLE I OF CHAPTER 26
OF THE CHULA VISTA CITY CODE
The City Council of the City of Chula Vista does hereby
resclve as follows:
WHEREAS, the City Council of the City of Chula Vista has
adopter certain amendments to Chapter 26 of the Chula Vista City Code,
all relating to the regulation of the disposal of waste materials and
industrial wastes into the sewer system of the City of Chula Vista, and
WHEREAS, it is deemed desirable to specifically delineate the
problems created by the disposal of certain waste materials into the
sewer system to assist in the administration of said ordinance, and the
proper regulation of the disposal of waste materials, both industrial
and non-industrial, into the sewer system.
NOW, THEREFORE, BE IT RESOLVED that the following administrative
regulations and policies be, and the same are hereby adopted:
1. The following materials shall be excluded from the sewer-
age system:
a. Gasoline, cleaning solvent, fuel, oil, etc. These
are highly inflammable coupounds and serious damage due
to explosions of these liquids or their vapors have
occurred within sewerage systems.
b. Ashes, sand, cinders, rocks, etc. These inorganic
compounds add excessive solid loadings ors the sewerage
system, causing unnecessary cleaning and maintenance.
c. Tar, plastics and other water insoluble vicous materials.
These compounds do not break down by bacterial action, and
add to the solid loading of a sewerage system.
d. Mineral oils, lubricating oils, etc., do not decompose
in the normal course of sludge digestion. They cause
potential fire hazards throughout the sewerage system,
cause excessive cleaning and impose an unnecessary solid
loading upon the sludge system.
e. Feathers, hair, rags, fibrous paper products, paper
towels, etc. These materials cause excessive maintenance
throughout the sewerage system. Feathers and hair do not
readily digest in sludge digestion processes and create
excessive matting on top of the decomposing sludge.
f. Metal broken glass, shavings, etc. These materials
will readily plug up sewer lines, pumps and appurtenant
equipment.
g. Unshredded gargage. Large pieces of unshredded garbage
cause sewer lines and pumps to clog and excessive mainten-
ance will occur. Garbage ground in domestic and industrial
grinders to a size of 1/4 inch or less is satisfactory.
h. Wastes which contain or result in the production of
toxic, corrosive, explosive and malodorous gases.

2. The provisions of the following sections and the values
herein set forth shall not be regarded or construed as regulating or
limiting the quantity or characteristics of any specific wastes which
may be received into the sewerage system but shall serve as a guide in
the administration of Section 26.27 and Sections 26.27.1 through 26.27.7
of the Chula Vista City Code, regulating the use of the public sewerage
system for the purpose of determining, in general, the acceptability of
waste for admission into the sewerage system. In considering the
following sewerage characteristics, the dilution effect of the sewerage
at the point of discharge or any affected part of the system and whether
or not unusual attention or expense would be required to handle such
material in the sewerage system shall be taken into consideration.
a. The admission into the public sanitary sewers of any
water or waste having an average daily flow greater than
two (2) percent of the average daily flow at the sewerage
treatment plant shall be subject to review.
b. Sea water and salt water brines containing more than
ten (10) percent salt should be excluded if their dis-
charge interferes with the operation of the sewerage
system. Large volumes of sea water cause excessive
generation of malodorous gases due to the salt content.
The salt content is not desirous if fertilizer is pro-
duced or water is reclaimed from the sewage into which
the discharge is made. Storm drains should receive
this water.
c. The temperature of industrial waste discharged into
the sewerage system should not be above 140° F.
d. Industrial wastes having a grease and oil concentra-
tion in excess of 200 ppm. will be considered individually.
If the sewerage system can safely receive said wastes,
industrial wastes having a higher grease and oil concen-
tration could be allowed.
e. The pH of industrial wastes shall average between
5.5 to 9.0 daily. The maximum variation on a temporary
basis during any twenty-four hour period shall not be
less than 5.0 or greater than 10.0.
f. Industry discharging toxic wastes into the sewerage
system will be considered individually. Limitations
as to the discharge of water containing toxic substances
shall take into account the total amount of such sub-
stances which can safely be received at the sewerage
treatment plant or at the point of final discharge,
whichever is affected.
g. Industrial wastes containing radioactive compounds
will be considered individually.
h. Industrial wastes having a biochemical oxygen demand
(BOD) in excess of 400 ppm. will be considered individually.
If the sewerage system can safely receive said wastes,
wastes having a higher BOD can be allowed.

j. Where warranted, installation of an appropriate man-
hole for purposes of sampling the final industrial waste
discharge may be required.
3. "Standard Methods for the examination of Water and Sewage",
latest edition, approved by the Joint Committee of the Public Health
Association, Federation of Sewage and Industrial Waste Association and
American Water Works Association will be the authoritative source f_or the
chemical and bacteriological analyses.
