RESOLUTION NO. 4679
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
AMENDING THE POLICY ADOPTED BY RESOLUTION N0. 4096 FOR THE
REIMBURSEMENT OF TUITION COSTS TO EMPLOYEES TAKING APPROVED
TECHNICAL AND PROFESSIONAL COURSES, TO IPdCLUDE REIMBURSEMENT
FOR TEXTBOOKS
The City Council of the City o.f Chula Vista does hereby
resolve as follows:
WHEREAS, by Resolution No. 4096, adopted on the 31st day of
May, 1966, the City Council of the City of Chula Vista approved a pro-
gram providing for the reimbursement of tuition costs to employees
taking approved technical and professional courses, and
WHEREAS, the Civil Service Commission of the City has reviewed
said program and is of the opinion that it should be amended to include
reimbursement for necessary textbooks as well as tuition refund, and
WHEREAS, the Civil Service Commission, as a result of their
investigations, recommends the adoption of the following policy and
procedures to establish such an amended education reimbursement program:
CITY OF CHULA VISTA'S EMPLOYEE
EDUCATION REIMBURSEMENT PROGRAM
1. Training Advisory Committee. There is hereby establiskied
a Training Advisory Committee, to be selected and appointed by the Admin-
istrative Officer, which Committee shall be responsible for the administra-
tion of the Employees' Education Reimbursement Program of the City of
Chula Vista.
2. Tuition Refund. An_y probationary or permanent status
officer or employee of the City of Chula Vista may be reimbursed, from
the General Fund of_ the City, f_or tuition for professional and technical
courses provided that enrollment by the officer or employee in such
courses has received the prior approval of his department head and of
the Training Advisory Committee; provided, however, that reimbursement
shall not be paid to any probationary employee unless and until said
employee achieves permanent status. Tuition actually paid will be
refunded for professional and technical courses taken in accredited
educational institutions provided that:
a. The subject matter of the course directly relates
to a function of the City and directly contributes to
the performance by the officer or employee of the
duties and powers of his City position, or a City
position to which he may readily become eligible for
promotion.
b. The officer or employee satisfies the necessary
prerequisites for enrollment in the course.
c. The application for tuition refund is approved by
his department head prior to the enrollment by the
officer or employee in the course. The application
must also be approved by the Training Advisory Com-
mittee in advance of said enrollment, but where such
prior approval cannot practically be obtained,
approval can be granted by the Committee subsequent
to such enrollment.
d. The applicant for tuition refund is not receiving
or will not receive tuition payments or refunds from
any other governmental agency or from any private

source for the course or courses for which reimburse-
ment is requested from the City.
e. Before request~ag reimbursement, the officer or
employee shall furnish evidence satisfactory to the
Secretary of the Training Advisory Committee that he
has completed the course with a grade of "C" or better,
or, if no grade is given, that he has satisfactorily
completed the course.
f. Maximum reimbursement for any course or courses
shall be $100 per individual per fiscal year and no
reimbursement will be made for any course or courses
aggregating in excess of nine (9) units in any one
semester.
g. To receive reimbursement, the officer or employee
shall secure the approval of his department head on a
Tuition Refund Form, obtainable from the Secretary of
the Training Advisory Committee, and shall file said
form with said Secretary for action. Upon completion
of the course the officer or employee shall furnish
the Secretary with receipts showing tuition payment
and grade received, and shall file claim for reim-
bursement on said form through the Secretary.
h. The Training Advisory Committee shall set out such
administrative policies, with the approval of the
Administrative Officer, as may be needed to properly
handle the provisions of Tuition Refund.
3. Reimbursement for Textbooks. If textbooks are assigned
for college courses for which an employee has received or will receive
a tuition refund, and if such textbooks were not available in the
departmental library, the City shall, upon request, purchase said
textbooks provided that:
a. The request for textbook refund shall be submitted
in conjunction with the employee's request for tuition
refund with a receipt showing payment for said textbook.
b. Said textbooks are to become a part of the employee's
departmental library for reference purposes or future
use by employees who are enrolled in college course
work approved by the Training Advisory Committee.
c. The aggregate cost of tuition and books shall not
exceed $100 per individual in a fiscal year period.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Chula Vista does hereby amend the policy adopted by Resolution
No. 4096 on the 31st day of May, 1968, as set forth hereinabove, and
does hereby approve and adopt said Education Reimbursement Program, as
amended.
BE IT FURTHER RESOLVED that the Administrative Officer be, and
he is hereby authorized and directed to appoint members of the adminis-
trative staff of the City to serve on the Training Advisory Committee.
