WITNESSETH Ti?AT WHEREAS, the City desires to engage the County to render through its Planning P,epartment certain technical ar~d professional services hereinafter described in connection. with an ur_dertaking of the City which is expected to be parti:.~.lly financed u_nde,• Section. 701 cf the Housing Act of 19511, as amended: N0~•1, 11^HEP,EFOP,E, the parties hereto d.o mutually agree as follows 1. E_rmlo`ment of County Personnel. The`City hereby engages the County a_nd the County hereby agrees to perform the services hereinafter set forth in connection with the Census Petropolitan i`lappinR and Address Coding Guide Prograrl under the Cou-r~ty's Urban Planning Grant Contract P-283. 2. Area Covered. The County shall perform all the necessary services provided under this Contract in connection with and resrecting all of the area of the City ircornorated as of the date of this Contract. 3. Score of Services . The County shall do , perform , and. ca,ra-y out , in a satisfactory and prover manner, the following services: a. The County shall conduct the Census idetropoli.tan Manni ng and Address Coding Guide Program in accordance with Appendix 2, Bureau of Census "Guidelines and Responsibilities of Coordinating Agency for the metropolitan Mapping and Address Coding Guide Program", dated January 1, 1967. b. The P~~apping and Address Coding Guide Program will be accomplished in the following manner: (1) The County will act as the Coordinating agency. (2) The County will assign on a temporary basis the appropriate staff to assist the City in checking maps and the work sheets for the address coding guides. (3) All sun_ervision and materials of the program will be provided by the County. (1-) Upon completion of the Program the applicable 1" = 800' Census Aetropolitan !daps with completed. data will be furnished to the City. ~- -~~ ~~ ~. Data and Se_rvices_ to be Furnished to County. Al1_ staff assistance, information, data., reports , records a.nd maps as are existing, available , a.nd necessary for tha carrying out of the work shall be furnished to the County without cha.r~-e by the City. The City shall cooperate with the County in every way possible in carrying out the ?ra,p review and prenaratior. of the work sheets for the.Address Coding; Guide. 5. Personnel. a. The County represents that it has, or will secure at its e~m expense, all personnel required in performing the services under this Contract. Such personnel shall not be employees of or have any contractual relationship with the City. b. Ali of the services required hereunder will be performed by the County or under i.ts supervision, and all personnel engaged in the wort: shall be fully qualified and shall be authorized under State and local lata to perform sucr~ services. c. None of the work or services covered by this Contract shall be sub- contracted. 6. Time of Performance. The services of the County are to commence as soon as practicable after the executior_ of this Contract and shall be under- taken and completed in such sequence as to assure their expeditious completion in the light of the purposes of this Contract, but in any event all of the services required hereunder shall be completed~by December 11, 19b9. 7. Compensation. The City agrees to provide staff services to the Cour_ty of a minimum value of $310, and. may provide more. Said amount includes all costs for staff salaries and related direct costs. 8. method of Payment. The City will submit an approved time card to the County Planning Department verifying that the amount of services contributed by the City is equivalent to said. minimun of $310. 9. Nondis_c_rimination. There shall be no discrimination against an~r employee who is emb_loyed in the work covered by this Contract, or against any applicant for such employment, because of race, religion, color or national origin. This provision shall include, but not be limited to, the following: employment, upgrading, demotion or transfer; recruitment or recruitment advertising; layoff or termination; rates of pay or other fo rns of compensa- tion; and selection for training, including apprenticeship. 10. Interest of Members of City and Others. Tdo officer, member, or employee of the City and no member of its governing; body, and ro other public official of the governing body of the locality or localities in which the Project is situated or being carried out who exercises any functions or responsibilities in the revie~a or ar_proval of the undertaking o,~ carrying out of this Project, shall (a) participate in any decision relating; to this ~~ ~~ -z- Contract zrhich affects his persona. interest or the interest of any corporation, partnership or association in which he is, directly or indirectly, interested; or (b) nave any interest, direct or indirect, in this Contract or the proceeds thereof. 11. Assignabilit~r, The County shall not assign any interest in this Contract, and shall not transfer any interest in the same (whether. by assignment or novation), without the prior written consent of the City hereto, 12. Officials Not to Benefit, No ?~~ember of or Delegate to the Congress of the United States of America, ar~d no Resident Councilman, shall be admitted to a.ny share or part thereof. or to any benefit to arise herefrom.
