RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
APPROVING AND ADOPTING AMENDMENTS TO RULE II
SERVICE RULES AND REGULATIONS
CHULA VISTA
OF THE CIVIL
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the City Council of the City of Chula Vista has
heretofore, by Resolution No. 4466, adopted the 27th day of June,
1967, approved the Classification and Compensation Plan for the fiscal
year 1967-68, and
WHEREAS, by Resolution No. 4435, adopted the 13th day of
June, 1967, said Council approved t~lat certain agreement by and between
the City and Griffenhagen-Kroeger, Inc., for consulting services and
recommendations on the City's Classification Specifications and
Allocation of Positions, and
WHEREAS, Griffenhagen-Kroeger, Inc. has heretofore presented
its final recommendations to the Civil Service Commission, which has
thoroughly reviewed said recommendations and findings and recommends
the approval and adoption of said Classification Specifications and
Allocation of Positions as submitted by Griffenhagen-Kroeger, Inc.,
and
WHEREAS, the City Council has reviewed said plan, and the
recommendations of Griffenhagen-Kroeger, Inc. and the Civil Service
Commission of the City, and concurs with said recommendations.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista that the Classification Specifications and Alloca-
tion of Positions submitted by Griffenhagen-Kroeger, Inc., a copy of
which is attached hereto and by this reference made a part hereof be,
and the same is hereby approved and adopted, and Rule II of the Civil
Service Rules and Regulations is hereby amended to reflect such re-
visions.
BE IT FURTHER RESOLVED that the Personnel Officer be, and
he is hereby directed to cause such changes and modifications to be
incorporated in the Rules and Regulations of the Civil Service Com-
mission.

RULE II
AMENDED
CLASSIFICATION AND COMPENSATION PLAN
FISCAL YEAR 1967-68
CITY OF CHULA VISTA
CALIFORNIA
As Amended Effective January 1, 1968

THE SALARY' PLAN
This salary plan has the following characteristics:
1. Each salary range consists of five steps.
2. The increase from one step to the next step in each salary range is 5%.
3. A difference of 2 1/2% exists between each salary range.
4. Salary ranges are both lower and higher than any of those recommended for any
existing class. These are included to make it possible to shift the entire
plan upward or downward as conditions may require and to adjust each employee
automatically to his same relative step in the new salary range.
Salary advancement for each employee shall not be automatic, but shall depend upon the
increased value of an employee to the City, as reflected by the recommendations of his
supervisor and his department head, and all other pertinent evidence. The success of
the salary plan depends upon incentives which will encourage employees to put forth
increasing efforts as they advance through the salary steps of the salary range.
The steps of the salary range shall be interpreted and applied as follows in conjunc-
tion with Section S of this rule:
1. The first salary step is the minimum rate and will normally be the hiring
rate. Appointment may be made to other than the normal entering salary step
upon the recommendation of the department head and the personnel officer and
upon the approval of the Chief Administrative Officer, when it is decided
that such action is in the best interests of the City.
2. The second salary step is an incentive adjustment to encourage an employee to
continue to improve his work. Six months of satisfactory service normally
shall make an employee eligible for consideration for this salary advancement.
This salary advancement shall be made only if recommended by the department
head and if approved by the Chief Administrative Officer.
3. The third salary step is an incentive adjustment to encourage an employee to
continue to improve his work. Six months of satisfactory service at the
second salary step normally shall make an employee eligible for considera-
tion for this salary advancement. This salary advancement shall be made only
if recommended by the department head and if approved by the Chief Adminis-
trative Officer.
4. The fourth salary step iscan incentive adjustment to encourage an employee to
continue to improve his work. Six months of satisfactory service at the
third salary step normally shall make an employee eligible for consideration
for this salary advancement. This salary advancement shall be made only if
recommended by the department head and if approved by the Chief Administra-
tive Officer.
5. The fifth salary step is an incentive adjustment to encourage an employee to
continue to improve his work. One year of satisfactory service at the
fourth salary step normally shall make an employee eligible for considera-
tion for this salary advancement. This salary advancement shall be made only
if recommended by the department head and if approved by the Chief Adminis-
trative Officer.
All rates shown, and conditions set forth herein, are in full payment for services
rendered and are intended to coves full. payment for the number of hours now regu-
larly caorl:ed in each class. Employees engaged for less than full time should be
paid a proportionate part of these salaries, or by an hourly rate of pay that
falls within these ranges.
Each promotion shall carry with it a salary increase and the procedure. covering
the normal, minimum hiring rate shall not necessarily apply. ~;~

Section l.'- JURISDICTION.
This classification plan shall apply to all officers and employees in the City
government of the City of Chula Vista whose compensation is not otherwise fixed by
law.
Section 2. - CLASSES AND SALARY.
The following classes of positions are hereby created or continued. The range
numbers and salary range limits refer to the schedule of salary ranges established
or continued in Section 2,18:

(1) Indefinite work week.
(2) 67.2 hour work week except when assigned to fire prevention or
training officer duties.

instructor more than 50% of the working time.

Gentlemen:
The final recommendations for the City government's Classification Specifi-
cations and Allocation of Positions has been submitted by Griffenhagen-
Kroeger, Inc. These recommendations were completely reviewed by the Civil
Service Commission at two public hearings. The first hearing was held on
Thursday, November 9, 1967 and the second on Wednesday, November 22, 1967.
At the Civil Service Commission's November 9th meeting the Commission re-
viewed the consultant's recommended class specifications. Following this
review they thoroughly discussed, class by class, each recommended position
allocation for each City department. After their review and discussion,
the Commission held its first public hearing. On Wednesday, November 22nd,
the Commission held its second meeting to finalize its review of the con-
sultant's recommendation and formulate its recommendations to the City Coun-
cil.
In addition to the recommendation of anew classification plan, the Commis-
sion discussed the methodology for moving the employees from the City's
present classification plan to the recommended classification plan. The
recommended procedure for accomplishing the movement of our City employees
from the present classification plan to the recommended plan is found in
the proposed ordinance which is being presented with this letter of trans-
mittal.
It is the Civil Service Commission's understanding that the City Council
had received a status report, from the Personnel Officer, concerning the
processes used in order to bring this matter to the City Council. We be-
lieve that this status report clearly indicates the efforts which have been
made so that the City Council could be assured that Administration, depart-
ment heads and employees are reasonably satisfied with the consultant's
recommendations. After having two public hearings, the Civil Service Com-
mission is confident that the consultant's findings have been thoroughly
reviewed, analyzed and validated.

Recommendation

In view of the information presented in the above paragraphs, the Civil Serv-
ice Commission recommends that the City Council adopt the Classification Plan
and Allocation of Positions as recommended by Griffenhagen-Kroeger, Inc. In
addition the Commission recommends that the City Council adopt an ordinance
enabling Administration to properly effectuate the consultant`s recommended
Allocation of Positions.
The Civil Service Commission unanimously approved the above recommendations
and is forwarding these recommendations to the City Council for adoption.
The Commission believes that these recommendations have developed a strong
base on which the City can build a sound classification plan and organiza-
tion structure. These recommendations are a beginning, not an end, for the
classification plan and organization structure must grow and develop to ac-
comodate the needs and demands of a changing community. A member of the con-
sultant's staff and the Civil Service Commission will be present at City
Council meeting when this item is discussed.
These recommendations are being forwarded to the City Council as per instruc-
tion from the Civil Service Commission.
