RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA ESTABLISHING A POLICY AND PROCEDURES FOR THE
SELECTION AND APPOINTMENT OF MEMBERS OF BOARDS AND
COMMISSIONS
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, Article VI of the Charter of the City of Chula
Vista provides for the creation of boards and commissions to advise
the City Council on various matters of importance to the operation
of the City of Chula Vista and for the appointment of members to
fulfill the functions of the boards and commissions thus created,
and
WHEREAS, it is recognized that said advisory boards and
commissions constitute the most important link for the community and
the advice provided by said boards and commissions greatly influences
the way in which the City of_ Chula Vista is governed and in which it
will grow and develop, and
WHEREAS, the City Council feels that because all of the
boards and commisions of the City are of such great importance, that
the Council deems it advisable to establish a policy and procedures
for the selection of members of said boards and commissions which
would insure the selection and appointment of the most highly quali-
fied and dedicated citizens in the City of Chula Vista.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista that the City Council does hereby establish the
following policy and procedures for the selection and appointment
of members of the boards and commissions which presently exist or
may hereafter be created to advise and counsel the City Council of
the City of Chula Vista:
1. The office of the Mayor and Chief Administrative Officer
of the City shall maintain a supply of forms for distribution to all
prospective .members of boards and commissions, which forms or appli-
cations shall be sufficiently detailed so as to insure background
information on those persons interested in being members of boards
and commissions.
2. The application form shall provide for a statement of
the applicant indicating his reason for being interested in the par-
ticular board or commission to which he is seeking appointment as
well as a statement of qualification for service on said board or
commission.
3. Immediately upon receipt of an application form from
a citizen desiring appointment to a board or commission, said form
shall be forwarded to the office of the Mayor, and the Mayor shall
acknowledge receipt of the form in writing to the applicant informing
the applicant as to the current status of the need for the appointment
of a member to the board or commission as indicated in the application,
e.g., a vacancy presently exists or is expected to arise in the near
future or a new appointment or appointments may be expected at the
commencement of the next fiscal year and the City Council may be
expected to act upon the filling of said vacancy or new appointment
at some particular time.

4. If the City Council has not taken action regarding
an appointment to the board or commission to which the applicant
is seeking within a ninety-day period from the date of receipt of
the application, the Mayor shall again notify the applicant in
writing of such fact and request a reaffirmation of the applicant's
interest in serving on said board or commission. Such notification
and request shall be repeated at ninety day intervals to and until
the Council does take such action.
5. One week prior to the date of the meeting at which
the City Council is to consider the selection and appointment of
a member or members to a board or commission or boards and. com-
missions, the Mayor shall notify in writing all of those who have
current applications on file for selection or appointment to said
boards and commissions of the fact that the City Council will con-
sider selection and appointment on a specific date and request
that the applicant be present for a personal interview with the
City Council. The City Council shall attempt insofar as possible
to personally interview all citizens desiring selection and appoint-
ment to all of the boards and commissions of the City.
6. Immediately after the City Council acts to fill a
vacancy or make an appointment to a board or commission, the Mayor
shall notify the person thus selected and appointed in writing of
the appointment and request that he be present at the succeeding
Council meeting to be sworn in. The Mayor shall also notify all
other persons who requested consideration for selection and appoint-
ment to said board or commission of the action of the Council and
again request a reaffirmation by said person of their continued
desire to be appointed should a vacancy occur in the future or an
appointment be required.
BE IT FURTHER RESOLVED that it shall be the policy of the
City Council of the City of Chula Vista in light of the great impor-
tance and service of the boards and commissions of the City to
encourage as many citizens as possible to undertake a more active
interest and participation in their City government by requesting
appointment to said boards and commissions. Further, the Council
shall carefully weigh and evaluate all applications so as to select
and appoint those persons it deems to be the most highly qualified
at any particular time for appointment to a board or commission
with the understanding that those persons who have not been so
selected constitute a valuable reserve for possible service at a
later date.
