The basic plan for the Metropolitan System as prepared by Holmes & Narver-Montgomery was tailored to meet the projected needs of a rather specific area. To meet the needs of areas beyond that for which the system was designed, it will be necessary to reduce the demand from an area within the service area. If surplus capacity is available through fortuitous circumstances of design, then such fact should be brought to light and reflected in the proportionate amounts being paid by partici- pating agencies. In any event, the addition of areas beyond the intended service area may well unbalance or ultimately overload the total system. No such addition should be permitted without benefit of a comprehensive study of the system and the major drainage areas served by the system. 2. The Metropolitan System was designed on the basis of anti- cipated flow from each of several gravity sub-areas. It would be possible to depict the total ultimate flow anticipated by the designers from each sub-area. By means of assigning capacity reservations of the various participating agencies within each of the applicable sub-areas, it would be possible to compare available capacity versus reserved capacity in each sub area. Such information should be made available to the Advisory Board to permit such Board to participate in making a determination of availability of capacity in the system. - 1 - NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista on behalf of themselves and all interested citizens of this community who have long supported, through sewer service charges, the development of the Metropolitan Sewerage System, that the admission of the Pomerado County Water District into the Metropolitan Sewerage System be, and the same is hereby strongly opposed. BE IT FURTHER RESOLVED that the City Clerk be, and he is hereby authorized and directed to file a certified copy of this resolution containing the objection to the inclusion in the Metropolitan Sewerage System of the Pomerado County Water District with the City Clerk of the City of San Diego and forward certified copies of this resolution to Mayor Frank Curran and each member of the City Council of the City of San Diego, City Manager Walter Hahn, and City Attorney John Witt. BE IT FURTHER RESOLVED that the City Clerk be, and he is hereby authorized and directed to forward a certified copy of this reso- lution to Senator James Mills, Assemblyman Wadie Deddeh and other members of the San Diego County Legislative Delegation urging their support of legislation which would terminate the ability of special districts, including water districts, from expanding the service which they provide and which more properly could be provided by the municipalities. BE IT FURTHER RESOLVED that the City Clerk be, and he is hereby authorized and directed to forward a certified copy of the reso- lution to Supervisor Henry Boney and the members of the Board of Super- visors of San Diego County urging said body to take all necessary steps to support the opposition to the inclusion of the Pomerado County Water District in the Metropolitan Sewerage System.
