RESOLUTION NO. 5609
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA ESTABLISHING AUTHORIZATION FOR THE APPROVAL OF
CERTAIN CHANGE ORDERS IN CONNECTION WITH THE CONSTRUC-
TION OF THE CIVIC CENTER COMPLEX AND POLICE FACILITY
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, it has been determined in the course of con-
struction of the Chula Vista police facility and other elements
of the Chula Vista Civic Center Complex that because of the mag-
nitude of the project, unforeseen conditions develop and problems
arise which are not specifically provided under the plans and
specifications included within the contractual arrangements for
the construction of said project, and
WHEREAS, it is clear that it will be necessary to approve
and adopt change orders to said contract during the course of con-
struction, and
WHEREAS, it is often time-consuming to refer all of said
change orders to the City Council for action and unnecesseary delays
result which can prove to be costly in many respects, and
WHEREAS, it has been recommended that the Director of
Public Works be given the authorization to administratively approve
certain change orders.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista that the Director of Public Works be, and he is
hereby authorized and directed to approve change orders where one
or more of the following conditions may exist, and to execute said
change orders on behalf of the City of Chula Vista:
1. that said change order will not result in a change
in the contract price.
2, that said change order becomes necessary because
of an omission in the plans and specifications and that any change
in the contract price shall not exceed the sum of $1,000.
3. that the changes are requested because of changes in
operational requirements or needs of the user of the facility, i.e.,
the Police Department or Administration and said changes shall not
exceed the sum of $200 over the basic contract price.
4. any emergency change required by the architect, the
price of which will be subject to negotiation between City and
contractor.
BE IT FURTHER RESOLVED that in approving said change orders,
the Director of Public Works shall be guided by the following general
concepts:
1. all change orders must be processed according to
approved specifications.
2. no change order shall basically alter the scope of
the project.

3. the sum total of change orders which may be admini-
stratively approved shall not exceed the sum of $15,000. At such
time as the accumulative value of change orders administratively
approved reaches said limit of $15,000, the Public Works Director
shall be required to request new authorization from the City Council.
BE IT FURTHER RESOLVED that the City Clerk of the City of
Chula Vista be, and he is hereby authorized and directed to forward
a certified copy of this resolution to White Shirley Wark Construc-
tion, contractor, and to Richard George Wheeler, A.I.A., and Associates,
architect.
