SUMMARY
The Police Department has recently received notice of a grant awazd in the amount of
$7,500 from the Department of Alcoholic Beverage Control (ABC). The grant funds will be
used during afive-month period to conduct ABC enforcement strategies tazgeting off-sale
licensees and underage access to alcohol.
ENVIRONMENTAL REVIEW
This proposed activity has been reviewed for wmpliance with the California
Environmental Quality Act (CEQA) and it has been determined that the activity is not a
"Project" as defined under Section 15378 of the State CEQA Guidelines because it will
not result in a physical change in the environment; therefore, pursuant to Section
15060(c)(3) ofthe State CEQA Guidelines, the activity is not subject to CEQA. Thus, no
environmental review is necessary.
RECOMMENDATION
Council adopt the resolution.

Not applicable.
DISCUSSION
The Police Department has been awarded $7,500 from the Department of Alcoholic
Beverage Control (ABC). The Police Department recognizes that underage access to
alcohol is often tied to off=sale ABC establishments. The Department receives over

65,000 calls for service each year. Off-sale ABC licenses are the source ofmany ofthese
calls for service and citizen complaints. Off-sale establishments are often easy targets for
minors to gain access to alcohol. The majority of our off-sale establishments are located
in high density and high-crime census tracts in the western portion of the city. Previous
ABC operations conducted in these high-crime areas indicate the willingness of adults to
purchase alcohol for unknown minors. The Police Department will use grant funds on an
overtime basis to conduct Shoulder Tap and Minor Decoy operations to not only make
arrests and issue cites for violations, but to bring attention to the issue and prevent future
alcohol purchases and sales to minors.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is
not site specific and consequently the 500 foot rule found in California Code of
Regulations section 18704.2(a)(1) is not applicable to this decision.
CURRENT YEAR FISCAL IMPACT
Approval of this resolution will result in a one-time appropriation of $7,500 to the
personnel services category of the Police Grant Fund. The funding from the Department
of Alcoholic Beverage Control will completely offset these costs, resulting in no net
impact to the General Fund.
ONGOING FISCAL IMPACT
There is no ongoing fiscal impact for accepting these grant funds.

AND APPROPRIATING SAID FUNDS TO THE FISCAL YEAR
2011/2012 BUDGET OF THE POLICE GRANT FUND
WHEREAS, the Police Department has recently received notice of a grant award in the
amount of $7,500 from the Department of Alcoholic Beverage Control (hereafter referred to as
ABC); and
WHEREAS, the grant funds will be used during a five month period to conduct ABC
enforcement strategies targeting off-sale licensees and underage access to alcohol; and
WHEREAS, the Police Department has been awarded various grant funds by ABC, and
has a history of success working with ABC and other law enforcement agencies at the local and
state levels: and
WHEREAS, the fiscal year 2011/2012 Police budget will be amended to add $7,500 for
overtime costs.
NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista
does hereby accept $7,500 from the Department of Alcoholic Beverage Control and amend the
fiscal year 2011/2012 Police Grant Fund budget by appropriating $7,500 to the personnel
category for overtime costs.
