HomeMy WebLinkAboutReso 2000-122 RESOLUTION NO. 2000-122 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ELECTING NOT TO BE A PART OF A JOINT POWERS AUTHORITY TO REPLACE THE AFFORD GROUP AND METRO COMMISSION WHEREAS, in 1997 Chula Vista entered into an Agreement between the 12 Participating Agencies and the City of San Diego for the provision of Wastewater Treatment for the parties involved; and WHEREAS, that Agreement set up the Metro Commission, as an advisory body to the City of San Diego, and also set up rules and processes to pay for the construction, operation and maintenance of Wastewater treatment; and WHEREAS, several of the Participating Agencies desire to have a Joint Powers Authority (JPA) because they believe it is more formal than the Metro Commission and the City Council of San Diego and the media would pay more attention to the City's concerns under a JPA form of organization; and WHEREAS, City staff has reviewed the mated al and considered the impacts ofj oining a JPA and believes the same benefits can be had under the current arrangement; and WHEREAS, staff believes that the current arrangement with the Agreement, Metro Commission and AFFORD works well and on balance of pros and cons, we should reject joining a JPA at this time. NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista hereby elects not to be a part of a Joint Powers Authority to replace the AFFORD Group and Metro Commission.
