CHULA VISTA CITY COUNCIL MEETING OF: May 22, 197 3
ITEM TITLE: Resolution - Accepting Report on Sweetwater Regional
Park Environmental Impact Statement
INITIATED BY: Director of Parks and Recreation
BACKGROUND
Attached is a copy of the Environmental Impact Statement for the
Sweetwater Regional Park, which was submitted to the County Environ-
mental Development Agency and has been approved by that agency.
This procedure is proper according to Douglas Reid, Environmental
Review Coordinator for the City of Chula Vista, who has stated that
under the State Guidelines, the concept of a Lead Agency sets forth
the principle that if more than one agency is participating in a
project, only the Lead Agency needs to prepare an Environmental
Impact Report.
However, the County Public Works Agency states in the cover letter
that "since the City of Chula Vista and the County of San Diego
have worked closely with all interested citizens, private groups,
and other governmental bodies on the creation of this parks' orig-
inal Development Plan Study and the subsequent Master Plan Study,
it is requested that the City of Chula Vista review this statement
and determine whether you concur with its contents."
In conclusion, the Parks and Recreation Department has reviewed the
Development Plan and Master Plan Study, and is encouraged by the
progress being made toward the creation of this Regional Park which
will have a major impact on the citizens of Chula Vista through the
preservation of this open space for recreation use.

Department Head Recommendation: Acceptance of report as requested by
Mr. D.K. Speer, Administrator, County
of San Diego Public Works Agency, thus
moving this Regional Park one more step
toward development.
City Manager Recommendation: Concur with department head. A representative of
the County will be present to respond if Council has questions.

We have enclosed a copy of an Environmental Impact Statement for Sweetwater
Regional Park which was prepared by the Park Development Director of the
County of San Diego. This document was submitted to the County Environmental
Development Agency in accordance with the most recent State guidelines and
has been approved by that agency.
Since the City of Chula Vista and the County of San Diego have worked closely
with all interested citizens, private groups, and other governmental bodies
on the creation of this parks` original Development Plan Study and the sub-
sequent hiaster~Plan Study, it is requested that the City of Chula Vista review
this statement and determine whether you concur with its contents.
