Justification: 1 Model AVC 3200 Sony video camera ensemble $ 460 including tripod and cables 1 Model AVC 3650 Sony video recorder 1,210 1 Model CUM 192 19" portable monitor ITV receiver cable for above items 315 The addition of this equipment will complete the closed circuit TV system that was requested in the current budget. The Department has purchased the portable unit and accessories. This additional equip- ment will enable the department to record drunk driver sobriety examinations and produce TV imagery of professional quality. Cost: $2,080. Including Tax Item: Five portable radios (patrol) Justification: No. 15 The portable radios and charger units will complete the installation of these units in the patrol units. The importance of full time communication with the field officer cannot be over emphasized. [kith a portable radio, the individual officer is no longer "alone" and he can be called at any instant during his tour of duty and called off less important assignments in time of emergency. The safety factor alone would justify this expenditure as demonstrated this last year when an officer had his revolver taken from him and his partner was able to call for help using the portable radio in his hand while holding two other suspects at bay. Including Tax ._. __~ , ~ "pyy~' ~ <~' ~~ ~~~ ~"~J'. ~~~ Page 3 of Background Item; Intelligence kit Justification: This is an electronics kit especially designed for undercover investigations, consisting of on-body concealable transmitters, various microphones, antennas, receiver-amplifier/recorder and AC/DC power supplies. No. 15 With this equipment, a concealed sub-miniature transmitter can be concealed on the person of our investigator when he is making undercover contacts. The contact can be remotely monitored and recorded for evidence purposes. It also insures the safety of the undercover investigator should his safety be threatened. We have one similar kit that was purchased in 1969, made by S.A.C. Electronics. It has been used extensively but frequently we find the need for more than one unit. Also, the S.A.C. kit employs a 1/4 watt transmitter which has limited range and many times we lose contact, especially if the operator is in a car or building. The state of the art has been much improved since 1969 and the kit distributed by Bell and Howell is four times as powerful with greatly improved reliability. Both kits are compatible and can be used in conjunction with each other. Cost: $2,520. Including Tax Item: IJight viewing device Justification: This is a night viewing device which amplifies available light 35,000 to 45,000 times, allowing visual observations at nighttime without external light source. The camera adaptor makes it possible to use the device in conjunction with a camera and photograph observations. The device is an invaluable aid in nighttime surveillance of suspect criminal activities committed under the cloak of darkness and would reveal evidence to the observer that is otherwise unobtainable. No. 15 Page 4 of Background Item: Four radio transceivers with remote control console Justification: We have been using 4~ watt portable radios with car chargers in the Vice/Narcotics Bureau for concealed installation in leased vehicles. Frequently, wizen working undercover investigations on narcotic pushers, a contact for sale of narcotics originates in the city but is eventually consummated in some remote area of the County such as Pacific Beach, Spring Valley, Imperial Beach, San Ysidro, etc. Though the portable radios are adequate in the city, when we get out of the city we cannot maintain communications with the base station and at times, we even lose car to car communications. Mr. Califut has been consulted on tzis problem and recommends the 60W Johnson/Viking transceivers as a solution. They are a compact solid state unit which can be as readily concealed as the portable radio with car charger. The only other alternative would be to install a repeater station on a prominent mountain peak and the cost would be prohibitive. Three of the Joiznson/Viking transceivers will be installed in lease cars and the fourth will be maintained at tine radio sizop as a spare. The remote control console will be installed in the Vice/Narcotic Office. Frequently, two officers are involved in field operations on narcotics investigations and a third officer is in the office to handle telephone communications to coordinate other agencies. Currently, he must relay messages to the communications center and receive messages from there to coordinate communications. Usually they are operating on Channel 2 (Clemars). By installing a remote console in this office, the officer can communicate directly and more effectively with the field units and also relieve the communications center of handling th.e added traffic on Channel 2.
