Upon receipt of said maps the staff has made appropriate comments and sent them back to the County for their consideration. Since this procedure has been on an informal basis there have been numerous times when County staff members either forgot to send the maps or failed to send them because in their opinion the map did not have a significant effect on an adjoining city area. The territory may not extend a distance of more than 3 miles from the common boundary line of the city. The clerk of the governing body or the advisory agency of the county having jurisdiction shall then issue a receipt for the territorial map and thereafter shall transmit to the official designated by the requesting city within three days after receipt thereof one copy of each tentative map of any subdivision located wholly or partly within the territory outlined on the territorial map. Any requesting city which receives a copy of the tentative map shall make its recommendations, if any, to the clerk of the governing body or the advisory agency from which the tentative map was received within 15 days after receipt thereof.
