HomeMy WebLinkAboutReso 1970-5766RESOLUT~_ON NO. 5766 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF SAN DIEGO TO CONSOLIDATE THE ELECTION OFFERING MEASURES TO AMEND THE CHARTER OF THE CITY OF CHULA VISTA TO BE HELD NOVEMBER 3, 1970 WITH STATEWIDE GENERAL ELECTION TO BE HELD ON THE SAME DATE The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, this City Council has commenced proceedings for the calling of an election on measures to amend the City Charter of the City of Chula Vista in the City to be held on November 3, 1970, and WHEREAS, it is desirable that said election to amend the Charter be consolidated with the statewide general election to be held on the same date and that within the City the precincts, polling places and election officers for the two elections be the same, and that the Board of Supervisors canvass the returns of the City Charter election and that said statewide election and said City Charter elec- tion be held in all respects as if there were only one election. NOW, THEREFORE, the City Council of the City of Chula Vista, California, DOES HEREBY RESOLVE, DETERMINE AND ORDER as follows: Section 1. That the Board of Supervisors of the County of San Diego be and it is hereby requested to consolidate the Charter election to be held in said City on November 3, 1970, with the state- wide general election to be held on said date. Section 2. That the exact form of the propositions to be voted upon at said election as the same shall appear on the ballot is as follows: PROPOSITION F An amendment to the Charter of the City of Chula Vista amending Article IV, Sections 400, 401, 402, 403 thereof, and adding Section 404 to change the title of the Admini- strative Officer to City Manager. PROPOSITION G An amendment to the Charter of the City of Chula Vista amending Article V, Section 500 and 501 thereof, and Article VIII, Section 801 thereof, providing that all department heads, the Assistant City Manager shall be in the unclassified service, to be appointed by the City Manager with the approval of the City Council; the City Clerk, a private secretary for the City Manager, a private secretary for the Mayor and Council, a private secretary for the City Attorney and any assistants to the City Attorney also shall be in the unclassified service; and establishing provisions for a hearing by the City Council for any of said unclassified officers or employees who are removed by their appointing authority. -1- PROPOSITION H An amendment to the amending Article V, title of the Finance PROPOSITION `~ ~.S Charter of the City of Chula Vista Section 505 thereof, to change the Officer to Director of Finance. An amendment to the Charter of the City of Chula Vista amending Article VI, Sections 600 and 602 thereof, and repealing Section 603 thereof, delineating the advisory nature of boards and commissions and limiting the terms of members of boards and commissions to two consecutive terms providing that any appointment for an unexpired term of less than two years would not count as a term, and no reappointment would be allowed until the lapse of a two-year interval. PROPOSITION ~ ~-'~ An amendment to the Charter of the City of Chula Vista amending Article VI, Section 612 thereof, revising the powers of the Civil Service Commission to eliminate their function as an advisory body to the Council in regard to salaries and other employment benefits. PROPOSITION ~4 ;'_ An amendment to the Charter of the City of Chula Vista amending Article III, Sections 302 and 304(c) thereof, providing for the change in salary of Councilmen from an amount equal to that established by state law which sum is presently $250.00 per month for cities between 50,000 and 75,000 population, to the sum of $500.00 per month, and deleting the $50.00 per month expense account for Councilmen; and providing for the change in the Mayor's salary from $500.00 per month to $1,000.00 per month, and deleting the provision for fixed reimbursement for expenses presently provided in the amount of $150.00 PROPOSITION ~, /'A, An amendment to the Charter of the City of Chula Vista amending Article x, Section 1000 thereof, to provide that the term of the Mayor elected in 1972 shall be a five-year term and that thereafter the Mayor shall be elected in odd numbered years and that Councilmen shall continue to be elected in even numbered years for four-year terms. -2- /~ 57~ ~ That a proposition shall be designated on the ballot by a letter printed on the left margin of the square containing the description of the measure, as provided in Section 10231 of the Elections Code. Section 3. That said Board of Supervisors is hereby authorized to canvass the returns of said City Charter election, and that said Charter election and said stateside election shall be held in all respects as if there were only one election, and only one form of ballot shall be used. Section 4. That said Board of Supervisors is hereby re- quested to issue to all officers of said County charged with duties pertaining to said statewide election instructions to take any and all steps necessary for the holding of said consolidated election. Section 5. That the City Clerk of said City is hereby directed to file a certified copy of this resolution with the Board of Supervisors of said County, with the Registrar of Voters of said County, and with the County Clerk of said County. 19 70 .
