HomeMy WebLinkAboutReso 1970-5754 RESOLUTION NO. 5754 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AMENDING RESOLUTION NO. 5474 ADOPTED ON THE 16th DAY OF DECEMBER, 1969, AND RECOGNIZING REPRESENTATIVE EMPLOYEE ORGANIZATIONS FOR THE PURPOSE OF CONSULTATION IN GOOD FAITH IN ORDER TO COMPLY WITH THE REQUIREMENTS OF SECTION 3500 ET SEQ. OF THE GOVERNMENT CODE OF THE STATE OF CALIFORNIA The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, Section 3500 et seq. of the Government Code of the State of California provides new procedures for the establishment of employee-employer relationships in municipalities, and WHEREAS, Section 3507 of the Government Code of the State of California provides that: "A public agency may adopt reasonable rules and regu- lations after consultation in good faith with represen- tatives of an employee organization or organizations for the administration of employee-employer relations under this chapter." and WHEREAS, the City Council of the City of Chula Vista desires to conform to the requirements of said Government Code and to consult in good faith with representatives of employee organizations in order to formulate rules and regulations for the administration of employee- employer relations including procedures for the formal recognition of employee organizations and for the resolution of disputes as provided in Section 3507, subsections (c) and (d), and WHEREAS, the City Council desires to enter into such con- sultation in good faith with employee organizations which constitute representative organizations of the several employee units of the City of Chula Vista, and WHEREAS, the following organizations have indicated that they represent a substantial number of employees within the below mentioned employee groups: 1. Chula Vista Firemen's Association of the Fire Department of the City of Chula Vista representing the non-supervisory uniform firemen employees of the City of Chula Vista. 2. Chula Vista City Employees Association representing the general employees of the City of Chula Vista. and WHEREAS, said associations have requested that they be accepted as representational organizations of the said employee groups by the City Council of the City of Chula Vista for the purpose of consultation in good faith and the formulation of rules and regulations for the administration of employee relations pursuant to the require- ments of the Government Code. - 1 - NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that in accordance with the provisions of Section 3500 et seq. of the Government Code of the State of California that the Chula Vista Firemen's Association and the Chula Vista City Employees Association be considered and recognized as representa- tional employee organizations and that the Administrative Officer be, and he is hereby directed to consult in good faith with said organizations to carry out the purposes and intent of said sections of the Government Code of the State of California. In accordance with your employees' desire, under the pro- visions of the Milias-Meyers-Brown Act, California Govern- ment Code, the San Diego County Employees' Association hereby requests formal recognition and official authori- zation for member dues checkoff. Our Employees' Association Articles of Incorporation and By-Laws, together with the appropriate roster of officers and staff, have been filed with your Chief Administrative Officer for official records.
