ITEM TITLE: Resolution - Appropriating funds for County-wide Youth
Conference, sponsored by Youth Commission

At its meeting of December 12, the City Council heard a request
from Chris Klinkenberg, member of the Youth Commission. In behalf
of the Youth Commission, Mr. Klinkenberg asked for supplemental
secretarial assistance to meet its recently determined obligations
in following through with the arrangements for their planned
County-wide Youth Conference, scheduled for February. This
request was referred to the City Manager for a meeting with members
of the Youth Commission and a report back to the City Council.
The City Manager and the City Clerk (who is responsible for the
Boards and Commissions Secretary) met with Mr. Klinkenberg and
Mr. Mark Fiocco, Chairman, on this matter. With .staff assistance,
the Youth Commission has now determined supplemental needs to
carry on its Youth Conference project.
Basically, the Commission needs one full-time position to work
on their project for about 2-1/2 months. The primary tasks
are secretarial. In addition, more money is required for clerical
operation expenses.
Staffing needs may be met in one of two ways: (Personal expenses)
1. Hire a temporary position and assign it to the Boards and
Commissions Secretary - estimated cost (including overtime)-
Account 5101 - $1,470
Account 5103 - $ 70

Financial Statement:
Money should be secured from the unappropriated reserve of the
General Fund.

2. Hire a PEP position on assignment to the Parks and
Recreation Department at no personal services cost
to the City. The disadvantage of this approach is that
PEP participants are leaving to take permanent jobs
elsewhere without significant notice. This may result
in a departure causing critical turmoil at the height
of the Youth Conference workload.
The non-personal expense budget supplement is identified as
follows:
Account 5212 Printing and Binding $15
Account 5218 Postage $190
Account 5225 Transp. Allowance $10
Account 5252 Telephone $~0
(Only $20 if: staffing option 2 is selected)
Account 5301 Office Supplies $30
In summary, Recreation Trust Account No. 41-4014 (Youth
Conference) should be increased as follows (per alternate
choice):
A. Hire temporary regular position, assigned to Boards
and Commissions office $1,855
E'. Hire a PEP position assigned to Parks and
Recreation
$ 265
On a dollar basis, the choice is obvious. But remember, PEP
participants cannot be relied on to stay for the total period
of need, and the whole PEP program is on a month-to-month
basis as to funding and also is subject to County of San Diego
control.
It is recommended that alternate B be acted upon.

the violation of any of the provisions of the Charter of
the City of Chula Vista, or the Constitution or the laws

sufficient monies to meet the obligations of the contract
are actually in the Treasury, or are anticipated to come
into the Treasury to the credit of the appropriation from
which the same are to be drawn, and that said monies now
