ITEM TITLE: Resolution - Approving Six-Year Utilities Undergrounding Program

On November 1, 1972, the City Council considered a proposed 6-year
utilities undergrounding program and made certain modifications to the
program based upon submissions by the Broadway Association and the Down-
town Association. The Division of Engineering has revised the program
to reflect City Council input.
During the process of preparation, the entire list of likely projects was
revaluated through insertion of latest available traffic data and re-
calculation of warrant values. The attached priority listing shows all
of the projects considered arranged in descending order of importance as
determined through application of the warrant system.

Fourth Avenue from F to J poses a unique problem. Existing circuitry is
such that the undergrounding must proceed from south (J St.) to north
(F St.) if stage construction is to be accomplished in the most economical
fashion. Otherwise, extra conductors would have to be installed on a
temporary basis only to be abandoned upon completion of the total (F to J)
length. Consequently, the proposed 6-year program calls for the creation
of an apparent gap in the continuity of undergrounding along Fourth Avenue
Broadway from C Street to E Street is rated in positions #7 and #8 on the
priority listing based upon application of the warrant system. E Street
between Broadway and Fourth Avenue rates much lower (#13 and #21). In

Financial Statement:
The funding of the subject program will be with money allocated to the Cit
by the utility companies.

view of E Street's relationship to the Civic Center and its function
as a link between the two major commercial areas of the City, it may
well be justified that the subject segment of E Street be substituted
for Broadway (C to E) in the 6-year program.
The proposed program as submitted by the Division of Engineering is
based wholly on factors which are susceptible to assignment of point
values. The priority list derived through application of the warrant
system primarily serves the function of highlighting those street
segments which are important primarily by virtue of their exposure to
the public and their appearance. Formulation of a specific program
must reflect certain less tangible factors such as community desires,
total community impact and, of course, availability of funds.
The proposed 6-year undergrounding program has been reviewed by the
Utilities Undergrounding Advisory Committee. That body recommends
approval of the program as submitted EXCEPT that E Street (Broadway
to 4th Avenue) be substituted for Broadway (C to E) as the project for
1977. The estimated cost for the E Street segment is for all practical
purposes the same as the cost for the Broadway segment. Therefore,
the recommended substitution can be easily accommodated into the program.
