CHULA VISTA CITY COUNCIL MEETING OF: November 14, 1972
ITEM TITLE: Resolution - Approving Council Policy -
Requests for block parties

BACKGROUND: In response to Council direction at its meeting of 11-7-72,
attached is a proposed resolution indicating Council Policy on approval,
by staff, of block parties. Of note is the prerogative of a requesting
individual to appeal a negative decision by staff to Council in an
informal manner. Staff would also refer to Council any requests that
deviated from the approved Council Policy.
Points incorporated in the resolution include Council delegation of
authority for approval of block parties to the City Manager, subject
to the guidelines contained in the resolution, as follows:
1. A request to the City for closing of a street for a block party will
be referred to the City Manager for investigation and approval.
2. The City Manager will determine feasibility of the requested closing
by checking with the Departments of Public Works, Police, Fire and
other affected public utility agencies.
3. The closing of a street for block parties should pertain only to
local residential streets.
4. No street shall be closed for a block party more than once in a
three-month period.
5. Any disapproval of a block party by the City Manager can be appealed
to Council under oral communications at the next regular Council
meeting.
6. The criteria for approval should relate to:
a. The general convenience of the affected residents on the street.
b. Traffic safety aspects involved.
c. Any complications with scheduled street affected improvements
such as gas, electricity, water, re-surfacing, etc.
d. Any unusual impact in terms of provision of refuse collection
services.
e. Approval will be subject to all other City ordinances and
governmental restrictions.
