ITEM TITLE: Resolution Declaring City's Intention to Hold Public
Hearing on Tow Truck Rate Increase

BACKGROUND:
Ralph Paxton, owner of Paxton's Garage and Towing Service, has
compiled a new price list for towing service based on a survey
by the City of San Diego of several major cities from San Francisco
south. The price list is an average of the combined cities studied
and is the rate adopted by the City of San Diego and also used by
the County of San Diego and California Highway Patrol.
Motes Towing Service, Arnold's Garage and Paxton's Towing Service
advise they are already using the new rates when called out by the
Sheriff's Department and the California Highway Patrol and are
requesting these rates be approved by the City of Chula Vista as
well.
Basically, the rate increase will amount to $3. per trip over the
present rates plus $2.50 additional on Sundays and Holidays and $2.50
additional for accidents. There will also be an additional increase
for hauling loaded trucks, campers and for labor charges, etc., see
attached chart.
After reviewing the proposed rate changes requested by the proponents,
they appear to be very fair and not out of line when compared with
the increased cost of all services since 1966 when they last had a
rate increase.

Gentlemen;
Due to the ever increasing cost of labor, equipment and the cost
of doing business, plus the increasing number of abandoned cars we
impound, which quite often costs us money by the time we dispose of
them, we find it necessary to ask for a rate increase. The increased
rate t~re are asking is printed on an attached sheet. lyde have been using
this new rate for approximately three months on all California Highway
Patrol, Sherriff, and Internal Revenue calls with no complaints.
This rate, with slight variations, because of San Diego tow zones
used rather than the Chula Vista rotation system, is the same rate
just approved and put into use the last week in the City of San Diego.
The City of San Diego made quite an extensive study of towing
rates and procedures from San Francisco south and feel this is a
justified increase and a just rate. This rate is also an average charge
used throughout California by the California Tow Truck Association.
This is the first increase we have asked fo-r since 1966.
