The Director of Public Works received formal bids at 11:00 on October 17, 1972 in the Council Chambers for this construction project designated as PW-1-72. This contract includes the construction of a sewer, storm drain and other appurtenances in "J" Street from East Park Lane to Church Avenue. Eleven bids were submitted. It is noted that the Director of Public Works has completed an Environ- mental Impact review, a copy of which is enclosed -(Exhibit No. 2). Pae,e ~ of.Item # 8 The difference between the lowest resE~onsible bidder's Basic Bid and Alternate Bid ~~lo. 1 is $878.10, which represents a difference of 4.2 per cent. The Basic Bid calls for reinforced concrete pipe and Alternate bid No. 1 calls for corrugated metal F>ipe in i:he construction of the storm drain, The storm'drain in "J" Street- which is dar~rnstream of storm drain in subject project- and is located between East Park Lane and the I-5 Free4•!a,y which was constructed about two years ago, is corrugated metal pipe. Because the City will realize.a savings of almost $9000.00 and has corrugated metal pipe for the storm drain down- stream, the award of Alternate Bid No. 1 is recommended. The Director of Public Works has determined that the effect of this . project upon the environment and ecology of the area is trivial and, therefore a negative Errvironrnental Impact Statement can be prepared.
