This includes Hilltop-Telegraph Canyon 1'ar}c, Phase II, at $40,000; Norman Park at $33,000; and Halecrest at $27,000. In order for the development. of these park areas to proceed in an orderly and expec_li.tious manzier, the Parks and Recreation Director has requested the use of his personnel in accomplishing portions of the work. Basic grading, concrete work and drainage facilities will be accomplished under contract. However, the unique timing and coor_di_nation demands of these projects require direct supervision of the City's Landscape Planner and complete .flexi.bility in the. utilization of the planner, Director of Parks and Recreation, and supervisory Parks ~znd Recreation field personnel. It is also significant that the present PEP personnel can be utilized to augment the construction work. The City Manager has reviewed the recommendations of the several department heads and the projects to be accomplished in accordance with said recom- mendations and recorrunends that the City Council waive Section 1109 of the City Charter in that said work can be performed better and more economically by the City with its own employees.
