HomeMy WebLinkAboutReso 1971-6088RESOLUTION N0. 6088 RESOLUTION OF THE CITY COUNCIL OF THE CI-TY OF CHULA VISTA ESTABLISHING THE COMPENSATION FOR THE UNCLASSIFIED EMPLOYEES BOTH FULL TIME AND PART TIME OF THE CITY OF CHULA VISTA AND PROVIDING FOR CERTAIN TERMS AND CONDITIONS OF EMPLOYMENT FOR UNCLASSIFIED EMPLOYEES The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the City Manager has recommended that wages for the unclassified employees of the City of Chula Vista, both full time and part time, except for the position of City Manager, City Attorney and City Clerk for the fiscal year 1971-72 'be those shown in Exhibit "A", attached hereto and incorporated herein by reference as if set forth in full, and WHEREAS, the City Council has considered the establishment of wages for the City Manager, City Attorney and City Clerk and has determined that those wages for fiscal year 1971-,72 should be as shown in said Exhibit "A", and WHEREAS, the City Manager has recommended a wage schedule for the part time unclassified employees of the City of Chula Vista as shown in said Exhibit "A", and ' WHEREAS, the City Manager has recommended for all full time unclassified employees certain terms and conditions of employment relating to insurance programs and vacation periods as shown in said Exhibit "A". NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby approve and adopt the compen- sation schedules and terms and conditions of employment for full time and part time unclassified employees of the City of Chula Vista as set forth in Exhibit "A" attached hereto. INSURANCE POLICY Provide supplemental individual life insurance policy coverage.for'all executive level positions, department head level and above, at a monthly premium rate of twenty-five dollars per position. PURPOSE To define and clarify policy regarding the salary and benefit status of part-time hourly employees in the Classified and Unclassified Service. II. POLICY A. Part-time Positions Paid on an Hourly Basis The following shall be paid on an hourly basis: 1. The classes of Library Page, Lifeguard and Locker Room Attendant in the Classified Service and all part-time classes in the Un- classified Service. 2. Positions in employment pools who are on call and available as temporary or emergency replacements when the need arises. 3. Any other classes which are normally filled on a part-time basis, unless they meet the conditions described in B below. B. Part-time Positions Paid on a Biweekly Basis As determined by the Director of Personnel, employees having a permanent or interim appointment to a full-time or regularly scheduled part-time position, except those excluded in A-1 and 2 above, which are at least one-half time but less than full-time, shall be appropriately compensated as half or three-quarter-time positions paid on a biweekly basis rather than ah hourly or daily basis, if they average at least 40 hours of work (60 for three-quarter-time) in each of 24 of the 26 annual biweekly pay periods. C. .Overtime Eligibility Part-time positions are not eligible for premium (time and one-half) overtime. Time worked in excess of 40 hours (60 hours for three-quarter- time positions) during a pay period shall be paid at straight time. D. Benefits Part-time employees paid a biweekly salary are eligible for group insurance, holidays, vacation, sick leave and other benefits to be administered on a prorated basis. ~~S• b~g~ Part Time and Hourly Positions ~ Page 2' E. Normal Merit Increases Part-time employees hired at Step A may be considered for normal one-step increases upon satisfactory completion of the following sequence of required service: (1) 1040 hours of service at Step A.' (2) 1040 hours of service at Step B. (3) 2080 hours of service at Step C. (4) 2080 hours of service at Step D. Note: Employees hired above Step A may be considered for a one- step increase in the normal hour sequence requirement or at such , other time as recommended by the department head, approved by the Director of Personnel and the City, Manager. F. Present Employees Employees who would be hired on an hourly basis according to this policy, but who are now paid on a biweekly basis, may remain in that status until the termination of their current employment.: ~~5. ~ O kSr
