RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
APPROVING AND ADOPTING AMENDMENTS TO RULE II OF THE CIVIL
SERVICE RULES AND REGULATIONS RELATED TO THE CLASSIFICATION
AND COMPENSATION OF CLASSIFIED EMPLOYEES AND AMENDMENTS TO
CERTAIN OTHER CIVIL SERVICE RULES
The City Council of the City of Chula Vista does hereby resolve
as follows:
WHEREAS, the City Council of the City of Chula Vista has
annually, upon the recommendation of the Civil Service Commission, amended
those sections of Rule II of the Civil Service Rules and Regulations which
establish a classification and compensation or salary plan and assign
ranges of compensation for all classified employees in the service of the
City, and
WHEREAS, the Charter of the City of Chula Vista has heretofore,
in November of 1970, been amended to provide for compliance with Section
3500 et seq. of_ the Government Code of the State of California and the
Civil Service Commission now recognizes rule changes in accordance with
the Charter provisions other than those changes necessitated as a result
of meeting and conferring with employee organizations and reaching a
Memorandum of Understanding concerning the terms and conditions of employ-
ment, and
WHEREAS, the Chula Vista Firefighters Association and the Chula
Vista Employees Association have heretofore s~zbmitted to the City Council
such Memoranda of Understanding which have heretofore been approved and
adopted by resolution of the City Council, and
WHEREAS, in addition to the establishment of_ classifications and
compensation or salary plan as set forth in said Memoranda of Understanding,
the staff has submitted salary or benefit recommendations for all classi-
fied employees, and.
WHEREAS, said salary or benefit recommendations were thoroughly
discussed through meeting and conferring in good faith with representatives
of certain employees in the classified service of the City of Chula Vista,
but it has not been possible to reach a Memorandum of Understanding for
said employees, and
WHEREAS, the City Council has reviewed the amended classification
and compensation plan as recommended by staff for fiscal year 1971-72 and
concurs with the recommendations set forth therein, and
WHEREAS, the City Council now desires to incorporate into Rule II
of the Civil Service Rules those salary recommendations as contained in
the aforementioned Memoranda of Understanding and the staff salary and
bnefit recommendations as well as incorporating into certain Civil Service
Rules other fringe benefit proposals as agreed upon in the Memorandum of
Understanding with the Chula Vista Employees Association and as recommended
by staff for changes in the Civil Service Rules applicable to all classi-
fied employees.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Chula Vista that the amended classification and compensation plan for
fiscal year 1971-72, a copy of which is attached hereto and incorporated

herein by reference and marked Exhibit "A", and Rule II of_ the Civil
Service Rules and regulations be, and the same is hereby amended to
reflect the agreed terms and conditions of the Memoranda of Understanding
and the staff salary and benefit recommendations.
BE IT FURTHER RESOLVED that the following changes in certain
rules and regulations of the Civil Service Commission be approved and
adopted:
1. Amend Rule IX, Section 3, to allow unlimited accumulation
of unused sick leave.
2. Amend Rule IX, Section 2, to provide for the following
vacation policy:
(a) Vacation will be accrued bi-weekly.
(b) After one year of satisfactory service and upon satis-
factory completion of the probation period, vacation
may be used as accrued.
(c) Employees who have more than the allowable vacation time
after adoption of this vacation provision shall not
suffer reduction of such time which is in excess of
Rule IX, Section 2(b), until one year from the date of
adoption of this provision.
3. Amend Rule II, Section 12, so that an employee will be
paid a five percent (5%) differential for a full work day when working
a majority of his shift after 5:00 p.m. or before 8:00 a.m.
4. Amend Rule II, Section 5, Part "A", to provide for pay
increases on the anniversary date of hire or promotion.
5. Retain Civil Service Rule II, Section 10, Part "B", that
the employee shall be paid time and one-half in addition to what he would
normally be paid for the holiday.
6. Amend Resolution No. 5937, adopted by the City Council of
the City of Chula Vista on February 9, 1971, to provide that floating
holidays may be taken when requested by the employee with the approval
of the Department Head. Floating holidays may be added to vacation
days and they may be taken consecutively. If floating holidays are
not taken before the end of the fiscal year, they will be lost to the
employee.
BE IT FURTHER RESOLVED that the Director of Personnel be, and
he is hereby directed to cause such changes and modifications to be in-
corporated in the Rules and Regulations of the Civil Service Commission.

SUMMARY OF STAFF BENEFIT RECOMMENDATIONS

1971-72
1. Amend current sick leave provisions to eliminate the one hundred twenty
(120) day accumulation limit and to allow the unlimited accumulation of
sick leave.
2. Amend current vacation provisions which limit the crediting of accrued
vacation to January 1 of each calendar year by providing the following
modifications:
a. Vacation to be accrued on a biweekly pay period basis.
b. After one year of satisfactory service and completion
of the probation period, vacation may be used as
accrued, subject to departmental approval.
c. Employees who have more than the allowable vacation
accumulation after adoption of this amendment shall
not lose such time which is in excess of limitations
specified in Civil Service Rule IX, Section 2(b) until
one (1) year from the date of adoption of these modi-
fications.
3. Amend current shift differential provisions to provide those employees
required to work a majority of their shift after 5:00 P.M. and before
8:00 A.M. five percent (5%) additional pay for the full work shift.
4. Amend current salary advancement provisions which limit such increases
to the commencement of the pay period following the date in which the
advancement is earned by providing for pay step increases on the exact
anniversary date of employment or promotion subject to normal merit
increase time increments.
