RESOLUTION NO. 6017
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA URGING THE CONGRESS OF THE UNITED STATES TO
ADOPT A REVENUE SHARING PLAN FOR THE STATES AND
MUNICIPALITIES WITH NO RESTRICTIONS UPON THE
AUTHORITY OF THE STATE OR MUNICIPALITIES IN THE
EXPENDITURE OF SAID FUNDS
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, all of the states and municipalities in the United
States of America are now facing severe financial crises and are vir-
tually unable to raise needed revenues to perform necessary and desirable
services for the people of the states and cities within the framework of
the existing taxation system available to the states and cities, and
WHEREAS, the federal govenment which operates the most effi-
cient taxation system, the Internal Revenue Service, has through the
years increased the percentage of taxes levied on the people through
the income tax and thus has seriously curtailed the ability of state
and local governments to obtain additional revenues fpr ever expanding
services, and
WHEREAS, the entire program of federal grants has been ex-
tremely inadequate for most cities and is inflexible in that it. does
not allow money to be spent except for limited purposes which do not
pertain to all cities, and
WHEREAS, such inflexibilities of the federal grant system has
lead to a virtually unanimous conclusion of all of the state and local
governments that an unrestricted general revenue sharing program is
essential to the continued vitality of state and local government, and
WHEREAS, contrary to the viewpoint of some opposed to such a
revenue sharing program, state and local officials are capable of the
appropriate expenditure of such revenues and, in fact, are subject to
far closer scrutiny in the expenditure of taxpayers' monies than are
the federal officials.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Chula. Vista that on behalf of themselves and all of the citizens of
this community do hereby petition the Congress of the United States to
adopt an unrestricted general revenue sharing program and strongly urge
members of both parties of the House of Representatives and in the Senate
of the United States to work with such a program.
BE IT FURTHER RESOLVED that the City Clerk of the City of Chula
Vista be, and she is hereby authorized and directed to send certified
copies of this resolution to Representatives Lionel Van Deerlin and Bob
Wilson and Senators Alan Cranston and John Tunney and all members of the
House and Senate Appropriation Committees.
