RESOLUTION NO. 6004
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHU~A
VISTA, AUTHORIZING THE CITY ENGINEER TO SUBMIT AN
APPLICATION TO THE PUBLIC UTILITIES COMMISSION TO
CONSTRUCT A PUBLIC HIGHWAY ACROSS A RAILROAD AT THE
"J" STREET CROSSING IN THE CITY OF CHULA VISTA
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the City of Chula Vista desires to construct a public
highway across a railroad owned by the San Diego & Arizona Eastern Rail-
road Company on the "J" Street Extension from Freeway I-5 to the Mean
High Tide Line, and
WHEREAS, the San Diego & Arizona Eastern Railroad Company has
agreed to grant the City the right to construct, reconstruct, maintain
and use a street or highway upon and across the real property owned by
Railroad at said crossing, and
WHEREAS, in order to construct said public crossing, it will
be necessary for the City of Chula Vista to obtain the permission of
the Public Utilities Commission of the State of California.
NOW, THEREFORE, BE IT ,RESOLVED that the City Council of the
City of Chula Vista does hereby authorize and direct the City Engineer of
said City to submit an application to the Public utilities Commission of
the State of California requesting the necessary authorization from said
Commission to construct such public crossi~g, to be known and designated
as Crossing No. 8.47.

The Applicant requests authority to construct a public highway
acro~s the rail~oad right-of-way of- the San Diego and Arizona
Eastern Railway Company (Coronado Branch Line) at "J" Street in the
City of Chula Vista. The crossing will be designated Crossing
Number 8.47.

A legal description of the location of the proposed crossing is
as follows:
Beginning at the Easterly prolongation of the existing center-
line of "<1" Street (also being the North line of the Southeast
Quarter of Quarter Section No. 170 of Chula Vista, according to Map
No. 505 filed in the office of the County Recorder of San Diego
County, March 13, 1888), and the intersection with the Westerly
right-of-way line of San Diego and Arizona Eastern Railroad Coronado
Branch (also being the Easterly right-of-way line ~f San Diego Gas
and Electric Company);
Thence along said Westerly right-of-way line North 17047'37"
West a distance of 53.64 feet to a point on the arc of a 1060 foot
radius curve concave Southeasterly the center of which bears South
24004'17" East;
Thence Northeasterly along the arc of said curve a distance of
40.17 feet through a central angle of 2010'17" to a point on the
Easterly right-of-way line of San .Diego and Arizona Easte~n Railroad;
Thence South 17047'37" East 57.28 feet along said right-of-way

Thence South 17044'37" East 63.07 feet along said right-of-way
line to a point on the arc of a 940 foot radius. curve concave Southerly,
the center of which bears South 22025'44" East;
Thence Southwesterly along said curve 40.22 feet through a centri1
angle of 2027'5" to a point on the Westerly right-of-way line of
San Diego and Arizona Eastern Railroad;
Thence North 17044'37" West 67.18 feet along said right-of-way
to the Point of Beginning.
See Exhibit "A" for sketch showing the proposed right-of~way.

The proposed crossing at "J" .Street and the Coronado Branch
Line will be designated Crossing Number 8.47. Crossing Number 7.60
at "G" Street is the first crossing north of "J" Street. There
are ~no crossings south of "J" Street.

The City ~f Chula Vista proposes this crossing to provide
access to the Tidelands area being developed by the San Diego
Unified Port District. Attached Exhibit "B" is a preliminary plan
showing the proposed development of the Tidelands area. The State
Highway Department will be constructing an undercrossing for "J"
Street at 1-5 Freeway to provide access to the Tidelands area.

The separation of grades at the proposed crossing is not practi-
cable for the following reasons:
The railroad tracks parallel the freeway access road at the
intersection with "J" Street. The access road is adjacent to the
railroad right-of-way at this point and there is minor difference
in elevation.
A major flood control.channel flows under "J" Street approx-

imately 300 feet east of the tracks. There is insufficient space
available to go either above or below the tracks and still meet

the grade of the access roads and freeway undercrossing. Attached
is Exhi bi t "CD showi ng the reI ati onsh'i p of the tracks, freeway,
access road, and flood control channel.
In view of the excessive. costs in providing a grade separation,
such separation is not deemed economically feasible.

The Applicant recommends installing signalization at the locations
and type as shown on attached Exhibit "0" (Chula Vista Drawing No.
68-530). Note that the signal in the southwest quadrant is 26 feet
from the centerline of the tracks. This is necessary to comply with
PUC regulations governing clearances with overhead power lines.

Existing and proposed locations of power lines by San Diego Gas &
Electric'Company necessitate this position for the signal.
The .Appl icant is requesting approval for the location of the
signal in the southwest quadrant since an alternative solution is
not available.

The attached Exhibit "E",includes a State Highway Drawing,
scale approximately 150 feet per inch, and Chula Vista Drawing
No. 68-530, scale 20 feet per inch, showing locations of all streets,
roads, property lines, tracks, buildings, structures, or other
obstructions to view in the area of the crossing, the character of
surface or pavement and width of same, either existing or proposed,
on the street or road adjacent to the proposed crossing and on each
side thereof.

the re~ation of the proposed crossing to existing roads and rail-

roads in-the general vicinity of the proposed crossing is attached
and marked Exhibit "F".

The attached Exhibit "G" incl~des Chula Vista Drawing Nos.
68-520 and 68-530 and Sheets 26, 27, 28, & 30 from the State Division
of Highways construction plans for 1-5 Freeway.
These plans show
the profile and grades for all highway affected by the proposed
crossing.

Wherefore, Applicant asks that it be granted authorization to
construct a public crossing across the railroad at "J" Street as here-
