RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA REJECTING BIDS FOR THE MODIFICATION
OF TRAFFIC SIGNAL SYSTEMS AT HILLTOP DRIVE/J
STREET, THIRD AVENUE/J STREET AND FIFTH AVENUE/H
STREET (TF234)
WHEREAS, on October 20, 1999, the Director of Public Works received sealed bids from
two electrical contractors for traffic signal modifications at Hilltop Drive/J Street, Third Avenue/J
Street and Fifth Avenue/H Street (TF234); and
WHEREAS, after reviewing those bids, staff recommends, in the best interest of the City,
that the bids be rejected based on the following:
1. Disadvantaged Business Enterprise (DBE) issues encountered with the low bidder
have significant delays to the project. Staff also feels that these issues have not yet
been resolved. It will take a major efforts and will cause significant additional delay
to resolve those issues involving the DBE Good Faith Effort of the apparent low
bidder.
2. Associated with the problems with the DBE Good Faith Effort of the apparent low
- bidder is another bidding issues. The second bid came in at $224,436.00, which is
$36,228.00 higher than the apparent low bid (19.3%) and 17.4 percent higher than
the engineer's estimate of $191,130.00. Rebidding the project will provide an
opportunity for a larger number of contractors, thereby increasing the possibility of
obtaining more competitive bids.
3. Rejecting the existing bids gives staff the opportunity to re-evaluate the project
design in order to reduce the scope of work. This can specifically be accomplished
by using side-mounted internally illuminated street name signs while keeping the
existing signal mast arms. This will deviate from past practices of having street
name signs mounted on mast arms and having to change the mast arms to handle the
additional loads generated by the signs. This ultimately reduces the project overall
cost and allows staff to complete the work within budget.
NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista does
hereby reject bids for the modification of Traffic Signal Systems at Hilltop Drive/J Street, Third
Avenue/J Street and Fifth Avenue/H Street (TF234).
