Chula Vista, Ca. 92010 January 20, 1971 Dear Sir; The Explorers of South Bay haveyeen active in a program of ' 1wergency Service for many years~ We are now moving into a new area, that of a Disaster Squad. We.have enclosed a copy of our general plan so you ~ill know the basic back- ground of the Disaster Squad. The Explorers are always willing to help in time of crisis but often times they don't know what to do or where to go. With this program we would eliminate this problem. In this way they vll11 knovl \~hat to do and \~hen to do it. The Explorers will be able to relieve valuable personnel that might be needed someplace else. . . "Not everyone \'Iillbe able to enter this squad. We have a set ,of requirements drawn up by. the Explorers themselves. The '... requirements are as folloi1s: 1. Between 14 and 21 years of age 2. Be willin~ to work hard and give time This Squad is open to both male and female Explorers who meet the above requirements and are 1~111ing to work. The South Bay Disaster Squad will not seek financial assistance in running its program. What ~Ie would like from the City Council is your consideration of this program and an over-all endorsement of this Disaster Squad. We will be more than ~Iilling to attend a Council meeting to answer any questions about the program as stated in this letter or in the general plan. Th~-Squad will also be equipped to react in a nuclear att3ck or disaster. Training for the Squad will be in the following areas: flood control in both the city and in mountainous terrain, fire fighting with em~sis on wild fir~s in ourouw back. country, car accidents tha; might occur on our high~lBYs and freeways in the same proportion as the 71 car pile-up in the Fall of 1969 in North California, and panic controi though we all know the best W8Y not to create panic is to keep a cool head. Radio communication vlill be one of our major areas of concentration as this would be one of our first take overs in order to relieve valuable personnel to work on the fronyline activities. First Aid will also be another area of deep involvement as it is our wish that every Squad member hold B Standard First Aid card. This would en~ble them to man and operate one of the Civil . E'A[PL(Q)RD~1CG5 - raSA- SAN DIEGO COUNTY COUNCIL 1207 UPAS STREET 298-6121 SAN DIEGO, CALIFORNIA 92103 -2- We will also train in traffic control which, if this plan had been in effect during the major fires of September and October of last year, the Explorers could have been utilized most effectively. Search and rescue in our county has always been a majo~ problem and or Sheriffs Department is-one of the best in the country. But within. this program we hope that our Explorers can be of great assistance. In our traininF; He have approached many emergency organizations. Training would be given to the Explorers from the Chula Vista Police and Fire Dep~rtments, the California Division of Forestry, the California Disaster Office, the Civil Defense, and the United States Navy. This Squad will be used when called upon by anyone who Asks for its services. Transportation to the stricken area Hill be either by a Post bus or as it stands now, by indivdual car. One- 'There is a need in our corimunity and county ~:here this type of Squad could be used; Two- There is the.want, from the view point of the Explorers, to experiance this type of working action. Three- There is a general willingness to work for your fellow man and we as Explorers are always ready to lend a helping hllnd. Our main goal will be to fulfill the ever demanding cry for monpower.
