RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA WAIVING THE BIDDING PROCESS AND
APPROVING AGREEMENT BETWEEN THE CITY OF CHULA
VISTA AND THE SAN DIEGO TRANSIT CORPORATION
(SDTC) FOR FIXED ROUTE BUS SERVICE FOR THE PERIOD
JULY 1, 2000 THROUGH JUNE 30, 2001, WITH AN OPTION TO
EXTEND AGREEMENT FOR THE PERIOD JULY 1, 2001
THROUGH JUNE 30, 2002
WHEREAS, SDTC began operation of Chula Vista Transit (CVT) on July 1, 1993, under
a three year term agreement with an option to extend that agreement for two additional years; and
WHEREAS, the City exercised the option which extended the agreement until June 30, 1998;
and
WHEREAS, at its meeting on April 7, 1998, Council adopted a resolution waiving the
bidding process and approved a new agreement with SDTC for the two year period July 1, 1998
through June, 2000; and
WHEREAS, it has been decided to change the CVT fleet to CNG and to develop a new
Corporate Yard; and
WHEREAS, 15 CNG buses are scheduled for delivery by Fail 2000 and the estimated
completion of the new Yard is Spring 2001; and
WHEREAS, it would be impracticai to issue a Request for Proposals, complete the bidding
process and change the CVT operator at this time due to:
1. The uncertainty of when the 15 CNG buses will be introduced.
2. Once the 15 CNG buses are in use, many CVT activities, including fueling,
maintenance, bus parking and operations will be split between the current and new
locations; and
3. The timing of the transfer to the new Yard is uncertain; and
WHEREAS, Transit staff negotiated an agreement with SDTC for the period July 1, 2000
through June 30, 2001 and an option for July 1, 2001 through June 30, 2002.
NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista does
hereby waive the bidding process as impracticai for the CVT fleet operations and maintenance
agreement in accordance with Chula Vista Municipai Code Section 2.56.070 for the reasons set forth
above.
BE IT FURTHER RESOLVED that the City Council does hereby approve the Agreement
between the City of Chula Vista and San Diego Transit Corporation (SDTC) for Fixed Route Bus
Service for the period July 1, 2000 through June 30, 2001, in the form presented, a copy of which
shail be kept on file in the office of the City Clerk.

BE IT FURTHER RESOLVED that the Mayor of the City of Chula Vista is hereby
authorized and directed to execute said Agreement for and on behalf of the City of Chula Vista.
