HomeMy WebLinkAboutReso 2000-030 RESOLUTION NO. 2000-030 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE SIDE LETTER TO THE 1998- 2001 CVEA MOU - "PROFESSIONAL ENRICHMENT" WHEREAS, during the negotiation process with the Chula Vista Employees' Association (CVEA) in June, 1998, it was agreed, via side letter, to reopen the MOU to address the issue of Professional Enrichment; and WHEREAS, as a result, CVEA and Human Resources management developed the Administrative Policy, attached hereto and incorporated herein by reference as if set forth in full. NOW, THEREFORE, BE IT RF~OLVED the City Council of the City of Chula Vista does hereby approve the Side Letter to the 1998-2001 CVEA MOU - "Professional Enrichment." Prognam Mission The mission of the Supplemental Training and Development Funds (STD F) for CVEA is to provide opportunities for new learning, professional development and personal growth, which will supplement programs and training provided by the City and City departments. 2. Program Guidelines 2.1 CVEA represented employees are encouraged to participate in the 5upplemental Training and Development Funds program. 2.2 A fund of $22,500 will be established each fiscal year to be accessed only by CVEA represented employees. This amount is subject to negotiation with the City. This policy is governed by the language in the CVEA MOU: ARTICLE 2.1:1; HEALTH Alxlb WELFARE: ZZ/. Additional Benefits; B. Supplemental Training and Development Funds. 2.3 All funds will be provided on a reimbursement basis, unless otherwise stated in documentation from Human Resources. 2.4 Funds will be distributed on a first come, first served basis. Page 1 of 5 Most Recent Updalc: 01/14/00 City of C:hula Vista Administrative Policy CVEA 5ul 91 m n o/ Training and bevelogment Funds 2.5 In order to provide maximum available funds for all represented employees throughout the fiscal year, half of the total available funds will be available from ,Tuly 1 to Dec 321. Any unused funds from that first 6 months will be combined with the remaining half of the total funds, for o total available balance from ,Tanuary 1 to ,Tune 30. 2.6 This program shall be in compliance with the IR5 guidelines for Employer-Provided Educational Assistance. 2.7 Employees may receive up to a maximum of $600 in 5TDF in any one fiscal year. The maximum reimbursement from ,Tuly 21 to December 31 will be $300 per employee. 2.8 Funds paid to the employee from 5TDF may be reportable as part of the gross income of the employee. 3. Appropriate Uses of Funds 3.21 5TD F may be requested for reimbursement for expenses associated with the following: 3.1.1 5eminars and Training Programs 3.21.2 Undergraduate Tuition (requires proof of completion with a "C" or better grade) 3.21.3 Mandatory college costs such as Health Fees 3.21.4 Course required textbooks 3.21.5 Professionally related dues 3.21.6 Professional licensing 3.1.7 Mileage Page 2 of 5 Most Recent Updale: 01/14/00 City of Chule Vista Administrative Policy CVEA Supplemental Troinin9 and bevelopment Funds 3.2 5DTF May not be used for: 3.2.1 6raduate Level College programs 3.2.2 Education involving sports, games, or hobbies unless the education has a reasonable relationship to the employees field of work or is required for a degree program. 3.2.3 Meals 3.2.4 Lodging 3.2.5 Transportation (Airfare, Train, Taxi, 5hurtle, etc) 3.2.6 Tools or Supplies 3.3 Refund of reimbursement will be required by employee if: 3.3.1 The employee does not attend the intended Training or Seminar 3.3.2 Proof of completion of the class with a grade of "C" or better is not provided to Human Resources at the completion of the course. 3.3.3 In such cases, the Employee will to reimburse the City for any funds received related to that Course, seminar etc. 4. Approval Process 4.1 All requests for use of 5TDF shall receive approval prior to the event, training or any commitment of funds. 4.2 Employees shall complete the appropriate form requesting reimbursement, including all requested information, sign and date form and attach original receipts. Page 3 of 5 Most Recent Update: 01/14/00 City of Chula Vista Administrative Policy CVEA 5u9918mentol rroinin9 DevsIopmsnP Funds 4.3 Form shall be presented to immediate Supervisor for approval, and then forwarded to Department Head or Department Designee for signature authorizing department support. 4.4 The intent is to share information openly between employees and supervisors on requests and desires for learning opportunities. 4.5 Any questions on appropriateness of request may be forwarded to Human Resources/Training and Development Manager. 4.6 Forms opproved by the Department Head or Designee shall be forwarded to Human Resources/Training and Development Division. 4.7 Forms which have been approved by the Department Head or Designee and which meet the guidelines of the program, and for which funds are available will be approved by the Manager of Training and Development. 4.8 Appeal of requests for reimbursement which have not been approved by the Department Head or besignee may be forwarded to Human Resources, Training and Development Manager for a final decision.
