RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA SUPPORTING PROPOSITION 26: SCHOOL
FACILITIES, LOCAL MAJORITY VOTE, BONDS, TAXES,
INITIATIVE CONSTITUTIONAL AMENDMENT AND STATUTE
WHEREAS, the City Council, at its meeting of 1/25/00, instructed staff to provide an
analysis of Proposition 26 which will appear on the primary ballot March 7, 2000; and
WHEREAS, Proposition 26 would change the State Constitution to lower the voting
requirement for passage of local school bonds and also change existing statutory law regarding
charter school facilities; and
WHEREAS, this proposition allows school fac'dities bond measures to be approved by a
majority (rather than two thirds) of the voters in local elections and allows property taxes m exceed
the current 1 percent limit in order to repay the bonds; and
WHEREAS, the voters are being asked to authorize school, community college districts and
county education offices to issue bonds for construction, reconstruction, rehabilitation or
replacement of school facilities if approved by a majority of the applicable jurisdictions' voters; and
WHEREAS, while there is no direct fiscal benefit to Chula Vista, passage of this proposal
will provide a tremendous benefit to local school districts with which the city works in parmership
on many different projects and programs.
NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista does
hereby support Proposition 26: School Facilities, Local Majority Vote, Bonds, Taxes, Initiative
Constitutional Amendment and Statute.
