HomeMy WebLinkAboutReso 1971-6168RESOLUTION NO. 6168 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA SUPPORTING THE EFFORTS OF THE CHULA VISTA ENVIRONMENTAL CONTROL COMMISSION TO OBTAIN MONIES FROM THE $50,000 FEDERAL GRANT FOR PRODUCTION OF AN ANTI-POLLUTION FILM The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the Environmental Control Commission because of the need for environmental films and time limitations, did on July 26, 1971 give its tentative support for the completion of an environmental film utilizing monies from the $50,000 federal grant which set up the Center for Environmental Education, and WHEREAS, the Environmental Control Commission has reported said action to the City Council and requested that the City Council ratify their action requesting support for the completion of an environmental film under the sponsorship of the Environmental Control Commission . NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby approve and ratify the action of the Environmental Control Commission and urges that these funds be made available for the completion of the film under the sponsorship of the Environmental Control Commission. This action was taken at my urging because of my familiarity with the film makers and the need to give the film makers some sort of official backing so that they would qualify for assistance from County Educational Department funds (please see attached letter and form). It is my understanding that the Cou $50,000 federal grant to set up the Education. Due to deadlines rather was necessary for the Environmental immediate action or the film makers of County support. my recently received a Center for Environmental arbitrarily determined, it Control Commission to take might not have any possibility So, therefore, because of the need for environmental films and because of time limitations, it was moved, seconded and unanimously carried that we tentatively submit to the County Education Depart- ment, Center for Environmental Education, subject to the full review of the Commission and subject to the full approval of the City Council at a later date, a recxuest for support of the completion of an environmental film under the sponsorship of the Environmental Control Commission of the City of Chula Vista, California. Chula Vista, has yip=eI, its ten~ative sponsorship of the production of an environ- mental film directed, filmed and edited by Richard Lair. The film was bogun in April. 1970, ar~d is 75~ completed. ~Ir. Lair has arranged for. ar_ origi_nai musical score and hopes t.o have Joan Baez uo the narration. So f_ar, production r.as ;:peen slow due to a lack of funds. Cal_iforni.a's endangered species are emphasized throughout the f_i.lrn and contrasted with man's activities. Footage of pe'_ic:ans, desert sheep and underwater scenes were filmed in the San Diego area which receives more coverage than any ether portion of California. Pzior_ to becoming Chairman of the Environmental Control Commiss:~on, I assisted Lair in producing a portion of the film, and I world like to see it completed. I've vie~raed parts o.f the ~inedited work-~~rint and feel that the fi).m got off to an excellent start, however I've r,ot seen a.ny of the more recent edited ad.di.t:~ons . The ECC has clearly demonstrated an intPr_est in ervi>_onmental education by attempting to get representatives of the scho<>1. districts together to discuss environmentaJ_ programs. However, we are frustrated by the apparent lack or any serious planning for environmental education. ~'or this reason, we feel that. the production of enviroilniental films would be probably the best way to reach a large number of_ students rapidly ape'. at mini.Tn.al cost.
